h) age and condition of the stand — trees have a poorer response to stress factors with age
rrr i) interruption of the wet and dry cycle caused by irrigation, which creates more favorable
conditions for disease and insect attack
2. Major adjustments in park maintenance and irrigation practices have been
made over the last several years to ameliorate the conditions listed above. These
include:
a. relocating hundreds of ornamentals away from the root zone of trees
b. retrofitting and upgrading irrigation systems to redirect water away from trees stems
and root zones
c. applying water more efficiently with multi - cycling, deeper and less frequent
watering, and extensive monitoring to avoid saturation and runoff
d. some hand watering of plants in combination lawn and shrub zones
e. removing some sprinklers, changing nozzles and spray patterns
f. reducing impact of maintenance vehicles
g. more sensitivity to construction impacts, e.g. removal of the destroyed picnic shelter
with special prescriptions
h. recent stormwater drainage improvements, which included roadside curbing and run -
off tied to storm drains
i. in general, there has been a moratorium placed on tree removal until the Hendricks
Park Forest Management Plan has been prepared.
Finding #1:
Irrigation activities represent a major cultural factor that can be controlled in
Hendricks Park. Because tree health and safety are of the highest priority, and
there is evidence that irrigation is likely a contributing factor to tree decline, a
"least risk" approach should be taken.
Finding #2:
Soil conditions and root health are an important part of the "hazard triangle"
analysis of windthrow safety. Windthrow evidence has shown that root health
and development have been impacted by poor drainage and excess moisture at
this site.
(kw
