A. Policy Issue <br /> B. Background and Analysis <br /> Background on the four funding requests is as follows: <br /> Court Judicial/Prosecution /Defense Contracts -- $95,000 <br /> One part of the initial strategy for implementing Municipal Court's $223,000 reduction target <br /> was to reduce prosecution, defense, and judicial contracts by $102,000. Because of increasing <br /> activity, these reductions have not proven possible - -the projected overage for FY98 is <br /> approximately $95,000- $120,000. Staff hopes to mitigate some of these costs by rebidding the <br /> prosecution and defense contracts for FY99. <br /> A Natural Area Management Plan for Hendricks Park -- $50,000 <br /> This plan is needed to develop community consensus on how the park's natural resources <br /> are to be managed. An ad -hoc neighborhood group which has been meeting with <br /> Councilor Laurie Swanson - Gribskov and staff is in support of a management plan. The <br /> majority of the funds requested (approximately $40,000) are needed to fund a consultant to <br /> provide technical expertise in the drafting of the plan. The remaining funds are needed to <br /> provide staff and material support for a Departmental Advisory Committee which would <br /> be created to assure the recommended management policies from this plan are consistent <br /> with community values. <br /> Library Committee Materials and Supplies -- $75.000 <br /> Staff support, public information, possible use of consultant, research, printing and related costs <br /> for the Mayor's Library Improvement Committee. <br /> Parks Outreach -- $35.000 <br /> This request provides funding for a public outreach program to support the Mayor's Committee <br /> on Parks and Open Space. The Committee's tasks include initiation of a conversation with the <br /> public on the desired level of City parks and open space and alternate ways to fund acquisition <br /> and development of parks and open space. Findings from the outreach program will be <br /> incorporated into the Committee's final recommendations to Council. <br /> C. Alternatives /Options <br /> If the projects are considered desirable, another funding source is the balance of the one -time <br /> resources ($484,000). <br /> D. Recommendation <br />
