LEAP TASK FORCE FOR CULTURE /LEISURE PLAN (Mary Winston) <br /> PRESENTATION: Using a large flip chart depicting the Culture /Leisure Plan as <br /> an interrelated policy document with "Economy ", "Activities" and "Amenities" <br /> Winston said the Plan was adopted by the City Council on July 8. The Plan was <br /> designed to provide guidelines as well as acting as a catalyst for community <br /> action. As the Plan was distributed in its final form, Winston requested that <br /> the JPC act as the responsible City commission in much the same manner as it <br /> provides to the Parks Master Plan. In addition, the task team is suggesting <br /> that a citizen body be actively appointed for implementation. <br /> RECOMMENDATION: That the JPC provide driving force using the LEAP organiza- <br /> tion, or a similar organization, to provide the action to accomplish the goals <br /> of the Culture /Leisure Plan. <br /> DISCUSSION: Drapela added that a sunset clause of two -three years be imposed <br /> so that the Plan will be brought back to the JPC for a progress check in con- <br /> junction with the LEAP tutelage. <br /> Alberty asked for a brief history of LEAP which Drapela provided by mentioning <br /> that former Hult Center /Parks and Recreation employee Jim Williams had been <br /> the main fulcrum point between the politcal, athletic and entertainment indi- <br /> viduals making up LEAP. But since his departure some time ago, the group has <br /> stagnated. Once reinstated, the group would meet monthly reporting back occa- <br /> sionally to the JPC. The Plan calls for a general review of itself in three <br /> years. <br /> ACTION: Chair Alberty, along with Schue and Kernutt were in favor of the <br /> proposal and recommended the LEAP Task Force begin anew its efforts occasion- <br /> ally checking back with the JPC on its progress. No motions were made due to <br /> lack of quorum. <br /> 2. HENDRICKS PARK IMPROVEMENTS (Gordon Wylie) <br /> PRESENTATION: Referring to the front -page Register -Guard newspaper of this <br /> morning and the story on the transplanting of the huge rhododendron from <br /> Phettaplace to Hendricks, Wylie stressed the value of Eugene's oldest City <br /> park and the need to protect its collection. Eugene Agenda survey results <br /> show parks and park improvements to be second only in priority to that of the <br /> expansion proposal of the Eugene airport. <br /> After a year's worth of meetings and compromises by the members of the Rhodo- <br /> dendron Garden Resource Committee, a plan was developed which possesses both <br /> long- and short -term goals. He stressed that it was not seeking approval on <br /> the individual details of the plan are correct, but whether the Department <br /> wants to "get behind" it.
