r•.I MMUTES /lnAS
Also, I am proposing that riders be restricted to one -way
traffic; West to East. This would essentially require
riders to walk the many steps rather than ride down along -
.side the steps. This measure would prevent trail degradation
next to the stairs.
Discussion followed. Members felt they did not want to ban the bikes on
the trail altogether but did recognize the conflict in use with pedestrians.
Prichard was "not very sympathetic" with the bikers since there are other
sites for riding and questioned the compatability of such a dual use.
ACTION: Drapela said he would monitor the situation and report back to the
members at future meetings. No motion was made.
4. Review of Hendrick's Park Rhododendron Garden Proposal - Gordon Wylie,
representing the Rhododendron Garden Resource Committee, an advisory group of
citizens and rhododendron enthusiasts, presented the JPC with recommendations
for improvement of the Gardens. Wylie made two requests:
1) To arrange a site visitation for the JPC members to become familiar with
the Gardens to facilitate improvement discussions.
2) To invite Wylie back to a futu ^e meeting (in three months time) to dis-
cuss the recommendations in more detail.
Three design drawings of the Gardens were posted at the meeting. They will be
reduced, copied and distributed. Etter noted some refinements he had made on
the plans which differ slightly from the description provided in the handout.
Wylie praised the workmanship of Michael Robert in his care for the Gardens.
ACTION: A visitation tour has been set for Wednesday, August 7 from 8:00 to
9:00 am with the group meeting at the picnic shelter in Hendricks Park.
(Kernutt left at 8:00 am)
5. Status of Morse Ranch Barn - Drapela referred to a letter from Al Cook of
the Department of Transportation in response to a request by the Morse Ranch
Corporation who are seeking to convert the Morse Barn into a storage and /or
museum facility. Cook said only the first floor of the house may be used as
desired since it is not governed b3 open space restrictions. Converting the
barn however, would
.constitute a conversion of use as identified in LWCF Grant
Manual. The original grant application indicates that the barn
will be converted to public restrooms. The intent found in the
application is that the use of the barn is to be for public rec-
reation purposes. Any other use would require the city to
replace the facility and property at the current market value
and recreation utility.
Responses are still pending from the City's Building Division regarding code
revisions to allow conversion, and from the University's Architecture Program
regarding potential use of the barn as a design project for students.
ACTION: None. Drapela will provide update as information is received.
6. Riverfront Acquisition Program - has come to a "screeching halt" according
to Drapela with the exception of a parcel on the north side of Cheshire which
is scheduled to be acquired and added to the Skinner Butte complex. One house
within this area on the northwest corner of Lawrence is in bad disrepair but
