The District already has a use of facilities policy in place called "Community Use of School <br /> Facilities Guidelines ". They are due for an update and now would be a good time to do that <br /> and address any changes required due to the new facilities coming on line. Bill Hirsh & Pat <br /> Bonney will work on updating these guidelines and bring them to the next meeting. Renee <br /> Grube and Pat Bonney are the people to call to find out how to schedule facilities. <br /> 5. Review /discuss Intergovernmental Agreement: Lots of discussion of Sections 5.4 thru 5.9. <br /> No decisions were reached and the discussion will continued at the next meeting. Bill Hirsh <br /> will ask David Brewer. the District's Risk Manager. about insurance related issues. <br /> Discussion points: <br /> - Concerns regarding how to make certain the sponsor (user) will fulfill responsibilities. <br /> - Maint. Committee will look at issue of how to keep area/fields clean & garbage free. <br /> - Does 4J's insurance cover synthetic turf fields? <br /> - Concerns about how to address excessive use and/or vandalism. <br /> - Suggestions: <br /> - Put video cameras on light poles (some could be dummies). <br /> - Fence and lock gates for synthetic turf fields each night at the designated closing time <br /> - Put field lights on some kind of timer system to control how long and when they're on. <br /> - Set high standards up front with stiff consequences for failure to comply. <br /> - Find a way to fund a supervisor to handle safety, security, cleanliness, & lighting issues. <br /> - Consider strategically placed dumpsters. <br /> 6. Review of sub - committee's proposal on scheduling matrix (for synthetic turf fields): <br /> Renee Grube reviewed the work of the sub - committee and explained that the section <br /> formerly marked "open" would now be considered "community" and she also pointed out a <br /> couple of additional time slots that were changed from school to community time. The <br /> scheduling matrix for the synthetic turf fields is intended to be flexible and times designated <br /> for school use can be traded to the community if there is no conflict with school needs and <br /> vice versa. Community time can be given to the school when there is a need and no conflict <br /> exists <br /> There was a good deal of discussion over the fact that the sub - committee recommended <br /> different lights out times for each field. Arnold Hultberg said the Sheldon neighbors were <br /> okay with leaving lights on a little longer to accommodate a game going overtime. It was <br /> suggested that perhaps the 11:00 p.m. time was too late. Bill Hirsh suggested inviting a <br /> neighbor from SEHS and NEHS. along with Arnold and Mitzi. to be at our next meeting. <br /> Discussion will continue then. <br /> 7. Summary of 4J's intended usage for 2000 -2001: Jim Denker handed out and reviewed the <br /> anticipated synthetic turf field usage needs for South Eugene High School for this fall. Jim <br /> said this represented what would be typical usage needs for a high school. Bill Hirsh asked. <br /> Jim to provide similar information for the other 3 high schools and to bring it to the next <br /> meeting. <br /> 8. Select another youth sports group to participate: Consensus decision was to recommend <br />
