REVISED <br /> MINUTES OF THE USER COMMITTEE MEETING <br /> May 30, 2000 <br /> PRESENT: Bill Hirsh, John Crane, Jeff Lankston, Tim Rhay, Renee Grube, Mitzi Colbath, <br /> Charlie Warren, , Jim Denker, Pat Bonney, John Sappington & Arnold Hultberg. <br /> AGENDA: <br /> 1. Review minutes <br /> 2. Additional agenda items <br /> 3. Field lights (who pays ?) <br /> 4. Communication process - how to convey to the community: <br /> A. Who decides guidelines for usage <br /> B. Who to call to schedule usage <br /> 5. Review /discuss Intergovernmental Agreement <br /> 6. Review of sub - committee's proposal on scheduling matrix <br /> 7. Summary of 4J's intended usage for 2000 -2001 <br /> 8. Select another youth sports group to participate <br /> 1. Review of minutes: okay except for time of today's meeting. It should have been 2- 3:30p. <br /> 2. Additional agenda items: add #8 - select another youth sports group to participate. <br /> 3. Field lights: District 4J would pay the bill since lights are on 4J property. The City and 4J <br /> will need to negotiate how to prorate according to usage. This is an item that should be <br /> addressed by the maintenance /joint use committee discussed in appendix B of the <br /> Intergovernmental Agreement. Currently, the only field with lights that 4J rents out to the <br /> public is Civic Stadium. Right now, if lights are used, the lessee pays for the lights at cost, <br /> plus whatever rental fees are appropriate for that particular type of event. This committee <br /> could recommend changes to the current "Community Use of School Facilities Guidelines" <br /> and fee schedule. <br /> 4. Communication process: Pat Bonney handed out a statement developed by a sub - committee <br /> of John Crane, Renee Grube, & Pat Bonney. After discussion it was agreed as follows: Insert <br /> the italicized words into the first sentence of paragraph 1. It should now read: For the <br /> Youth Sports Parks, and the synthetic turf fields, the City of Eugene (Renee Grube) will <br /> schedule the time designated as "Community" use time and 4J (the school) will schedule the <br /> time designated as "School" use time. <br /> It was understood and agreed that the natural turf fields coming on line would be included in <br /> the second paragraph as part of all other School District facilities. <br /> The User Committee recommends holding a ribbon cutting event when the YSP & synthetic <br /> turf fields come on line. We want to encourage media coverage of all kinds: press releases, <br /> radio/TV spots, neighborhood newsletters, City and 4J web pages, etc. It will be important to <br /> let the public know the priority of usage for these new facilities. School usage and kids get <br /> top priority. <br />
