MINUTES OF THE USER COMMITTEE MEETING <br /> June 18, 2001 <br /> Present: Bill Hirsh, John Crane, Jim Denker, Paul Staudhammer for Scott Landgreen, Julia Pommert <br /> (AYSO guest), Pat Radostitz for Arnold Hultberg, Mitzi Colbath, Charlie Warren, Renee Grube, Dave <br /> Battaglia, Andrea Riner for Jeff Lankston, and Pat Bonney. Jeff Faust came in about 10:45 a.m. <br /> Absent: Jarvis Gomes and Tim Rhay. <br /> 1. Review of Minutes: Approved as submitted. <br /> 2. Report from Maintenance Committee: The Maintenance Committee is another committee set up by <br /> the IGA in addition to the User Committee. Bill, Renee, Jim Denker, & grounds folks from both the <br /> City and 4J make up the Maintenance Committee. Both of these committees deal only with synthetic <br /> turf fields and the Youth Sports Parks. Other field upgrades done in association with the overall bond <br /> project are not the responsibility of these 2 committees. <br /> Renee reported the day -to -day operations are going well. The Sweeper is here and in operation now. <br /> The $20/hr. light fee seems to be adequate. However, the user fee for maintenance is short of the full <br /> cost: in 9 months, only half enough was brought in to support custodial needs (a little less than <br /> $12,000). The City and 4J agreed to a 50 -50 split to pick up the rest. Auto light system is up and <br /> running now. (Lots of discussion on how it works.) <br /> 3. Update on bleachers: Each high school will have a minimum of 1000 seats. Sheldon is paying for <br /> an extra approximate 250 seats and South is paying for an additional 577 seats. All seating should be <br /> in by Sept. 1. (We have since established that if SEHS gets its foundations installed in time, the <br /> bleachers can be up by the first home game which is the last week of August.) <br /> 4. LH Morris sign at SHS issue: The AD allowed the sign to be up for 1 year in exchange for a <br /> significant donation of labor. The sign will be coming down Sept. 1. Consensus: signage needs to be <br /> done judiciously and in good taste with collaborative discussions done on the front end. Andrea said <br /> the City is currently working on policy regarding how to give appropriate credit for donations so that <br /> signage will be low impact to neighborhoods, possibilities include donor blocks or small plaques. Bill <br /> asked Jim Denker to work with schools, Sheldon in particular, to make certain no new signage appears <br /> without due process. Due process includes discussion with the User Committee before a decision is <br /> reached. <br /> 5. Churchill /Kennedy — parking & coordination of locked gates: Mitzi reported that using 3 <br /> interlocking locks was not working. Gates kept being left open. So they put on a combination lock <br /> and have given all appropriate persons the combination. So far it seems to be working. <br /> 6. Use of Facilities Guidelines Review: Bill reviewed the proposed changes to the guidelines. The <br /> main change deals with the issue of equity. Also key to obtaining Class I approved status for youth <br /> groups is the requirement that all children must be accepted and all must be allowed to participate. A <br /> new Class II.a. category has been added for those groups who can't meet all the criteria for Class I <br /> status. It was noted the ban on smoking should say no tobacco products are permitted. <br /> Charlie Warren is still concerned about priority of usage. It looks like youth groups are 4 in line. In <br /> reality, youth groups have priority during prime kid -hour time as spelled out more clearly in the middle <br /> of page 4 of the Youth Guidelines.
