C <br /> April 18, 2001 <br /> To: Members of the User Committee for <br /> the four Multi -Use Athletic Fields <br /> and Parks and Open Spaces at Cal <br /> Young Middle School and <br /> Churchill, North Eugene, South <br /> Eugene and Sheldon High- Schools <br /> I recently returned from vacation and asked for input from neighbors to the Sheldon High School Fields <br /> to provide feedback to the User Committee; their comments are as follows. <br /> Signs on the Multi -Use Athletic Field: There are people that are angry about the Electrical <br /> Contractor sign hanging on the east fence. I have been informed it does not meet the <br /> Sign Code. It can be read from Norwood. In the Minutes of our November 17 <br /> meeting it is stated on page 2 Of 3 in paragraph 3, "Regarding the twisted metal left <br /> near the ball diamond that was mentioned in Arnold's memo, Bill will ask Teri <br /> Higgins to have the contractor remove it and also the contractor's sign." The twisted <br /> metal has been removed but the sign is still there, why? <br /> Regarding signs there is a new sign on the softball field fence that reads, "For info <br /> about your sign on this field or sponsoring Sheldon Softball call: Larry Barker <br /> 682 -3050 — Signs provided by SIGN PRO." From the time the City and District 4J <br /> in partnership started promoting Parks & Open Spaces in conjunction with District 4J <br /> Multi -Use Athletic Fields the neighbors to the fields have requested signs not be <br /> hung on the fences. The entire Sheldon field complex offers recreation to everyone <br /> not just athletic personnel. Part of that recreation comes from the OPEN VIEW of <br /> the sports events, and the views of the Coburg Hills and Spencer Butte. Rather than <br /> use signs to recognize and provide advertising for sponsors, provide sponsors <br /> advertising space in school papers and sporting event programs. With this type of <br /> sponsor advertisement, people will take the information home so they can contact the <br /> sponsor if desired. Also, business sponsors do get business tax deductions. The <br /> Intergovernmental Agreement in Section 10 Sponsorship and Advertising states, <br /> "District reserves the right to determine sponsorships, advertising, and concessions <br /> related to the artificial surface fields after consultation with the User Committee." <br /> However, compliance is required with City of Eugene Code 9.1004, which governs <br /> stadium signs. <br /> Parking on Norwood and lateral streets: For varsity football games parking is directed to the <br /> Sheldon High School Parking Lot and is controlled quite well. However, for Jr. <br /> t� Varsity and Freshman Foot Ball Games, varsity Soccer, Track and Field Events, <br /> � Lacrosse and Kid Sport games: parking inundates these streets. Frequently cars block <br /> (J\ their driveways, park on their lawns and school buses are parked against the flow of <br /> traffic. When parking is conducted in this manner, emergency vehicles such as Fire <br /> �\ J Engine trucks and ambulances cannot turn in the corners or travel on the streets. The <br /> parking for these events should be directed to the Sheldon High School Parking Lot. <br /> The signs along Norwood that state "NO EVENT PARKING ON STREETS — <br /> Please use school lots only — use Willakenzie or Cal Young — entrances to — <br /> Sheldon & Meadowlark Schools" should be replaced with legal signs that are <br /> enforceable similar to what is used in the Sheldon Community Center Parking Lot. <br /> People living along the unimproved Lamar Street are putting up signs on sawhorses <br /> that read, "Do not park on the grass." <br />
