City /State <br /> Agreement No. 26470 <br /> 2. The costs records and accounts pertaining to the work covered by this <br /> Agreement are to be kept available for inspection by representatives of <br /> the State for a period of three years following the date of final payment. <br /> Copies of such records and accounts shall be made available upon <br /> request. <br /> 3. • City may, at its expense, following completion of the Project, make additional <br /> improvements to the Springfield -Eugene portion of the GCP with prior <br /> written consent of State and compliance with any permit requirements or <br /> conditions. City shall submit to State•proposed modifications for review <br /> and, approval prior to starting work. State will not unreasonably delay <br /> review or withhold approval of City proposed improvements. <br /> 4. Design standards for all projects shall meet the requirements of the Safe, <br /> Accountable, Flexible, Efficient Transportation Equity Acts, <br /> (SAFETEA -LU).. In addition, the Project will comply with the current <br /> Standards specified in ODOT Bridge Design /Drafting Manual and <br /> related references. Construction plans shall be in conformance with <br /> standard practices of the State for plans prepared by its own staff. All <br /> specifications for the Project shall be in substantial compliance with the <br /> most current OREGON Standard Specifications for Highway <br /> Construction, or applicable Federal Standards at the discretion of the <br /> State. <br /> 2. Design standards for non -NHS projects shall be recommended AASHTO <br /> Standards and in accordance with current "Oregon Bicycle and <br /> Pedestrian Plan ", unless otherwise requested by the City and approved <br /> by the State. <br /> 3. All plans and specifications shall be developed in general conformance with <br /> current "Contract Plans Development Guide" and the current "Oregon <br /> Standard Specifications for Highway Construction" and /or guidelines <br /> provided. <br /> 4. The standard unit of measurement for all aspects of the Project will be <br /> English Units.
