Mr. Richardson reported on a recent wildflower planting in the hazelnut orchard undertaken by kindergar- <br />ten age children. He encouraged CPC members to contact Ms. Baldwin if they were interested in <br />volunteering for future volunteer plantings. <br />Mr. Richardson reported that the City was working on the Intergovernmental Agreement (IGA) with <br />ODOT that addressed subjects such as mitigation to address the impact on the park. He believed most of <br />the conditions desired by the CPC were included in the IGA. He said that ODOT and the City were in <br />negotiations for ODOT to give the City some former West Eugene Parkway property it owned as part of <br />the Federal 6(f) requirement. <br />Mr. Richardson reported on blackberry and invasive weed control efforts in the natural area. Several <br />other plantings are planned. He noted the recent inventory of trees and shrubs with survival rates and <br />indicated he would provide members with copies. He said the Amenities Crew was going to be doing <br />inspection and clean up of the river corridor over the next few months. He noted that the City continued <br />to have issues around wire theft. <br />Mr. Richardson indicated he would share Ms. Brand's concerns about the BMX area with the appropriate <br />staff, and would ask that individual to contact Ms. Brand. <br />b. Willamalane <br />Mr. Hyde said little beyond routine maintenance was occurring in Eastgate. He reported that graffiti and <br />homeless camping continued to be issues in that area. Staff planned to do some ivy and blackberry <br />removal in the park between Walnut and Aspen streets north of the canoe canal to reduce homeless <br />camping. He anticipated that staff would also apply another layer of bark to Pre's Trail. 1J <br />Mr. Sonnichsen thanked Mr. Hyde for his work staffing the committee in Pat French's absence. Mr. Hyde <br />updated the CPC on Ms. French's progress in recovering from surgery. <br />8. Old Business <br />The CPC briefly discussed an issue that was previously raised by Mr. Ard regarding the potential <br />resurfacing of the trail parallel to Pre's Trail affected by ODOT construction with bark mulch. Mr. Ard <br />did not believe there were many opportunities for interaction with the natural area in the vicinity now, <br />noting the presence of a stand of delphinium that would no longer be accessible. He also questioned how <br />successfully the area that was now paved could be converted to a completely natural area given the impact <br />of the previous development. Ms. Behm believed there was time to address the issue given that the <br />necessary permits were not yet in place. Mr. Hyde thought Mr. Ard's remarks about the unlikely success <br />of mitigation were well- taken. He was unsure what the solution was but was willing to look at alterna- <br />tives. <br />9. New Business <br />a.
