potential of that organization working with the CPC to arrange for more such walks. She suggested the
(W potential that this be included in the City's agreements with Nearby Nature. Ms. Mello said that Nearby
Nature had a family- oriented hike every month that served small children and families. The activities
varied depending on the time of year. The agency also had a school program that brought grade school
children to the park. Ms. Brand said she would contact Nearby Nature to discuss expanding their
programs and including wildlife. Ms. Brand suggested the potential of getting UO interns to help expand
the agency's programming.
b. Governmental Relations
Mr. Sonnichsen encouraged CPC members to attend the planting scheduled for January 31, 2009, at 10
a.m. He termed it a significant opportunity to change a parking lot into a more natural aesthetic setting.
Volunteers would convene at former Parking Lot 8, which was now known as the Canoe Canal Parking
Lot.
c. Signage
Ms. Mello reported on recent sign installations. Mr. Sonnichsen shared an example of a simple sign that
was successful in protecting wildlife cairns. He commended Mr. Biggs for his work installing the cairns
along with members of local Latter Day Saints churches.
d. Outreach
Mr. Hughes distributed a summary of what occurred in terms of restoration in 2008 and reviewed the
information. He invited CPC members to contact him or Stephanie of Walama Restoration with
(W questions. Ms. Behm commended the communication and coordination between the two groups.
Mr. Sonnichsen asked that he be allowed to change representative positions so that rather than represent
the CPC on ODOT's Community Advisory Group, he would represent his neighborhood association. Ms.
Behm was also representing her neighborhood organization as well as looking out for the interests of the
natural area, but there still needed to be a CPC representative to the ODOT advisory committee. Mr.
Cooper asked Ms. Mello to serve. Mr. Mello agreed, and there was unanimous CPC support for his
nomination.
7. Staff Reports
a. Eugene Parks and Open Space
Mr. Richardson reported that the dogs on -leash signage was up on the kiosks. He said that he had recently
visited Portland and had been impressed with the number and types of signage used by that City and that
several ideas were being discussed by staff. He said that Emily Proudfoot of his staff was working on
improvements at Parking Lot 8, which would include plantings and a change in the entrance location. He
anticipated that Lorna Baldwin would coordinate a volunteer planting party.
Mr. Richardson noted the recent pit excavations made by ODOT along the route of the gas pipeline to
detect the line, adding the holes had already been filled. He reported that the University of Oregon had a
utility permit to install telecommunications lines through an easement across the park to Autzen Stadium.
The City was working with the University to make the facilities as inconspicuous as possible.
MINUTES — Citizen Planning Committee for the January 22, 2009 Page 3
Whilamut Natural Area
