• <br /> about funding options through mitigation programs at BPA that were known to both <br /> Titus and Haske. Likewise, other internal funding options need continued exploration. <br /> 3. The BLM- administered lands in WEW need to be covered by a land management plan, ie <br /> RMP or other similar FLPMA document. The scope of this document is still not clear, <br /> whether it becomes a partnership project and is a landscape scale plan, with broad <br /> public outreach and education, potentially including all land ownership in the area, not <br /> just WEW Partnership lands. What was clear is that it does not make sense for BLM to <br /> develop a management plan for the roughly 1300 acres of BLM- administered lands. (i.e. <br /> There are many private mitigation sites in the west Eugene area that border BLM - <br /> administered lands, including these parcels in the planning exercise could help inform <br /> decisions on federal lands.) <br /> 4. Existing inventories or new inventories will need to be conducted whether the BLM - <br /> administered lands are transferred or retained. What kind of inventories this includes <br /> needs to be determined. (i.e. endangered species, plant and wildlife, etc.) <br /> 5. The Eugene District Office will need the support of the State Office to implement the <br /> Sustainable Strategy for the West Eugene Wetlands, including staff, funding and <br /> direction for implementation. (i.e. if land is transferred or a conservation agreement is <br /> developed with U.S. Fish and Wildlife Service, realty specialists, are among the expertise <br /> that may be needed to move this option forward.) <br /> 6. Late May, early June, Mark Brown and Pat Johnston will provide a report to BLM <br /> management to facilitate internal and external discussions to determine the best option <br /> and develop a plan to implement the best option for Sustainable Strategy for the WEW. <br /> This report will include approximate time tables and identify resources needed to move <br /> forward. <br /> 7. Following the report, BLM management staff (OSO and EDO) will need to get together <br /> for a tactile strategic meeting on how to proceed to finalize the Sustainable Strategy for <br /> the WEW, this meeting will need to include staff that can bring resources to <br /> implementation. <br /> Field Visit April 17, 2009 Page 2 - - - - - - - -- - <br />
