„o <br /> 4 <br /> Directed duties for Pat Johnston <br /> Background <br /> The Eugene District 2010 Target Table of Organization (TTO) was approved by the <br /> Associate State Director on April 4, 2007. The 2010 TTO did not include a West <br /> Eugene Wetlands Program Manager due to budget limitations. In the subsequent <br /> years, there have been changes to the 2010. Some positions that were identified in the <br /> TTO planning process as "surplus” have changed to funded positions. The CLT <br /> continues to manage the table of organization within current budget allocations and <br /> work priorities. The West Eugene Wetlands Program Manager position is a lower <br /> priority need and remains an unfunded position. <br /> In preparation for implementing the 2010 TTO decisions, on April 9, 2008, the Wetlands <br /> Program manager was provided a transition plan for segueing roles and responsibilities <br /> from West Eugene Wetlands program management to public outreach coordination <br /> duties for the resource area and district. In Fiscal Year 2010, it was anticipated that <br /> 25% of the West Eugene Wetlands program management role would remain and 75% <br /> of the position would be directed to public outreach coordination. <br /> The CLT has identified certain program areas that need staffing, due to decreases in <br /> district staff and budgetary constraints. Those areas are Public Outreach, <br /> Environmental Education, and Volunteer coordination. The Wetlands Program Manager <br /> position had elements that worked in each of these programs. The program manager <br /> met with a variety of members of the public, from private individuals to federal and local <br /> government staff. The program manager worked with Willamette Resources <br /> Environmental Network (WREN) to develop an environmental education program for the <br /> wetlands. WREN's staffing for the environmental education program consists of <br /> university students and other members of the public, most of them volunteering their <br /> time. <br /> On October 20, 2009 the Eugene District Core Leadership Team approved Pat <br /> Johnston to assume the District duties of Volunteer Coordination and Environmental <br /> Education. Those duties will be done in conjunction with the Public Outreach duties. <br /> Time frame for detail to unclassified duties: <br /> The West Eugene Wetlands Program Manager is no longer a funded position in the <br /> Eugene District. Pat Johnston will be detailed to unclassified duties for a period of not <br /> to exceed 120 days, beginning January 11, 2010. A new position description accurately <br /> describing the assigned duties will be located or prepared as soon as possible, so that a <br /> permanent reassignment can be made. <br /> Duties <br /> 1. Public Outreach As defined by the Field Manager, the position will represent the <br /> Siuslaw resource area on a variety of programs including contact with special user <br /> groups, partnership opportunities, and opportunities focusing on volunteers and <br />
