Background <br /> Issues related to management of the stormwater program have arisen from several <br /> different venues over the past year. As part of the Stormwater Service Profile process <br /> in October of 2001, it was identified as an issue that the matrix management <br /> arrangement for managing the stormwater program was inadequate. In January 2002, <br /> stormwater program management issues were identified by the Stormwater <br /> Management Team — those of us who directly experience the consequences and who <br /> participate in the matrix management arrangement. Additionally, in February 2002, as <br /> part of the Public Works Department review (Towery Project), similar stormwater <br /> management issues were identified. The Department Review Team referred these <br /> issues to the on -going Stormwater Management Team's process for a recommendation, <br /> identified a Department Review Team liaison (Mark Schoening) and assigned a chair <br /> (Therese Walch) with responsibility for ensuring that the group stay on task and return <br /> with a recommendation in a timely manner. <br /> The Public Works Review Team includes the Stormwater Policy Team (minus the <br /> Department Director). Representation for the Public Works Review Team and <br /> Stormwater Management Team is provided in Appendix A. <br /> Process <br /> The group processed the issues in the following manner: <br /> Step 1. The group started with some basic information about which elements of the <br /> stormwater program are in which division (to the best of our knowledge) and the <br /> distribution of stormwater funds by division. These are provided in Appendices B and <br /> C. <br /> Step 2. The Stormwater Management Team identified several issues that describe the <br /> problems associated with the current stormwater program management approach we <br /> wished to see corrected. The following is our agreed -upon list: <br /> 1. No vision for where the program is headed; no clear setting of priorities in the <br /> stormwater program. <br /> 2. No overall effort at regular program evaluation and adaptive management /corrective <br /> action. <br /> 3. Unclear responsibilities in the stormwater program (so some things don't get done). <br /> 4. Lack of consistency in policy interpretation. <br /> 5. Lack of coordination (decision- making, communicating decisions, facilitation, and <br /> meeting management). <br /> 6. No comprehensive analysis of the Stormwater fund. <br /> 3 <br />
