Executive Summary <br /> In February, 2002, The Stormwater Management Team began a process to evaluate the <br /> matrix management system that has been used to guide and build the Stormwater <br /> Program for the last several years. Several issue areas were identified by the group as <br /> criteria with which to measure an improved management system. <br /> Issue Areas (for more on issue areas see page 4 of the report) <br /> 1. No vision for where the program is headed; no clear setting of priorities in the <br /> stormwater program. <br /> 2. No overall effort at regular program evaluation and adaptive <br /> management /corrective action. <br /> 3. Unclear responsibilities in the stormwater program (so some things don't get <br /> done). <br /> 4. Lack of consistency in policy interpretation. <br /> 5. Lack of coordination (decision- making, communicating decisions, facilitation, <br /> and meeting management). <br /> 6. No comprehensive analysis of the Stormwater fund. <br /> Using the force field analysis technique, the group evaluated these issues, adopting the <br /> following solution sets, in the form of scenarios. <br /> Scenario Solutions (in order of priority) (for more on scenarios, see page 6 of the <br /> report) <br /> 1. Appoint a Stormwater Program Manager /Coordinator <br /> 2. Reorganize around Stormwater Services by creating a New Division <br /> 3. Reorganize around Stormwater Services by creating a "Shadow Division" <br /> 4. PW Director and Division Managers to set clear priorities <br /> 5. Continue and Improve Matrix Management <br /> 6. Perform an evaluation of the entire Stormwater Program <br /> Recommendation <br /> Appoint a Stormwater Program Manager /Coordinator, was determined by consensus of <br /> the group to be the preferred solution to the issues. <br /> The Stormwater Program Manager /Coordinator would be a new position, whose mission <br /> would be to guide the work of the Stormwater Program -- facilitating communication <br /> and coordination, motivating staff, providing vision, and evaluating and helping to <br /> prioritize program efforts. This person would be of service to all divisions involved in <br /> the stormwater program. For this to succeed, it is important to this person's role to <br /> have the full support of the Stormwater Policy Team, the Stormwater Management <br /> Team, and other staff. <br /> 2 <br />
