Consider consolidation of some planning functions. <br /> Insert coordination in the issue. Planning occurs in all of the functions being reviewed. Can it be <br /> improved? The 13'" Street project wetland vs. road is a good example of the process not working <br /> well. PW needs to work together to influence the CIP project list. <br /> 4. Clearly demonstrate when Department policy decisions are made. <br /> Policy decisions need to be deployed better. People are not clear where to find the most recent <br /> version of a policy. The APWA accreditation process will help this issue. <br /> 5. Develop and maintain consistent approaches to benchmarks, performance <br /> measures, budgeting, etc. <br /> Staff are confused about performance measures and benchmarks. City has policy review team <br /> working on this issue. What are the findings? <br /> 6. Coordination, prioritization and communications related to POS project design and <br /> management. Clarify relationships and responsibilities of Water Resources in Engineering and <br /> Wetland /Open Waterways in POS. <br /> Not sure of people's roles and where they are located. Some PR from POS can help clear up this <br /> issue. <br />
