Barriers Team Meeting notes 4/18/02 <br /> 9:30 —11:30 <br /> Issue: At the beginning of the meeting a few of the team members wanted to explore <br /> the communication issues related to some of the functions that the Department / <br /> Divisions staff are engaged in to complete their work. <br /> Decision: <br /> The team decided to explore the communication issues related to the functions. <br /> The process is outlined below. <br /> Where we are at in the process <br /> Review of the process steps: <br /> Meeting 1 review the purpose and boundaries <br /> Meeting 2 — Brainstorm issues <br /> Meeting 3 ApriI18— Continue to brainstorm issues and group them. <br /> Meeting 4 April 22— Prioritize and begin problem solving <br /> Meeting 5 May 02 — Continue to problem solve and wrap up process <br /> The team developed the following list of functions. <br /> - Infrastructure planning which includes — Transportation, Parks, SW, and Sanitary <br /> Sewer Maintenance (rehabilitation). Planning is divided into two types. Long term - <br /> i.e., Master plans, SW management, Basin planning etc... and short term planning. <br /> - Acquisition which includes — Parks, SW, Transportation, Airport and Facilities. <br /> - Project Management (New and Rehab) which includes — Transportation, Parks, <br /> SW, Sanitary. The process steps are: Scoping, Financing, Design, Construction <br /> and Public outreach. <br /> • <br /> - Private Development — The process steps included Plan Review / Approval. This <br /> is a regulatory function. <br /> - System Operations / Maintenance — which includes Transportation, Parks and <br /> WW. <br /> - Regualatory Compliance - ESA, SW Permit or activities with a external regulator - <br /> NPDES <br /> - Public Information <br /> - Funding - which includes grants, budgets, capital budgets, bonds and rates. <br />
