No Central Coordinating Function. <br /> There is a lack of clarity with respect to decision - making authority, and no <br /> established process for communicating decisions, perhaps because of the shared <br /> decision - making model and the complexity of the program. <br /> Central coordination would increase efficiency, reduce redundancy, and add clarity <br /> to everyone's work program. <br /> Brainstorm Solutions /Scenarios <br /> The group was then able to brainstorm solutions and pick among those, combining <br /> several into specific scenarios. Five scenarios emerged: <br /> Scenario 1. Appoint a Stormwater Program Manager /Coordinator <br /> Vitals: <br /> Fairly senior position <br /> New position, possibly located in PW Admin <br /> Non - supervisory <br /> Main purpose: Guide the work of the Stormwater Program <br /> The Stormwater Program Manager /Coordinator would maintain an overall vision for the <br /> program; facilitate establishing priorities within the program; research information from outside <br /> sources on a variety of BMPs; evaluate what we're doing now; keep in touch with all internal <br /> players; bring up issues, and funnel issues to the Stormwater Policy Team (decision- makers). <br /> Scenario 2. Matrix Management <br /> Vitals: <br /> Continue with current matrix management but ramp up the role of the SW Management team in <br /> program management and coordination. <br /> Make the Stormwater Management Team the central management and coordinating group, <br /> appointing a chair to run the meetings and establishing operating guidelines. The team would <br /> provide a vision, goals, be the scout, evaluate what we're doing, and make recommendations to <br /> policy makers. <br /> Scenario 3. PW Director and Division Managers to set clear priorities <br /> Vitals: <br /> PW Director and Division Managers outline priorities, goals, and objectives for the SW Program <br /> at their level. <br /> Continue with matrix management (with clearer vision from SW Policy Team). <br /> Scenario 4. Reorganize around Stormwater Services (Stormwater Division) <br /> Vitals: <br /> Create a new division for all stormwater functions. This could be done by either: <br /> 6 <br />
