Team members believe the City needs to take some initiative on future regulations, <br /> such as preparing for TMDLs. <br /> 2. Unclear Responsibilities in the Stormwater Program. <br /> The stormwater program is large, complex, and spread out over the department. <br /> There isn't anyone coordinating efforts of the program as a whole. There seems to <br /> be a reluctance to assign responsibility, possibly because of the organizational <br /> tendency towards process and inclusiveness. We believe that chance determines <br /> who is assigned responsibility for certain tasks (e.g., who the lead is for drafting the <br /> City's response to UIC rules). <br /> Having clear responsibilities would ensure accountability for getting things done, <br /> allow staff to be more efficient and realistic about what can be accomplished, and <br /> improve morale. <br /> 3. No Overall Effort at Regular Program Evaluation And Adaptive <br /> Management /Corrective Action <br /> The size and complexity of the program and its lack of quantifiable benchmarks with <br /> which to judge the effectiveness of the program's activities make it difficult to <br /> evaluate and adapt in response to results. There is no requirement that we <br /> regularly evaluate and adapt our program, and there is no one person or group <br /> responsible for ensuring that this gets done. <br /> The Stormwater Management Team would like to have an efficiently -run program, <br /> with wise distribution of stormwater funding focused on the relative value of the <br /> program elements. Like Eugene, other Phase I jurisdictions are recognizing the <br /> need for program evaluation and adaptive management now that programs have <br /> been up and running for awhile. <br /> 4. Lack of Consistency In Policy Interpretation <br /> Each division /workgroup may have its own policy interpretations (especially when <br /> policies are particularly vague) or work program priorities which may or may not <br /> coincide. An example of a potential difference in policy interpretation is related to <br /> open waterways protection, restoration and management. <br /> Consistency would increase efficiency, minimize conflicting direction, and add clarity <br /> to everyone's work program. <br /> 5 <br />
