Larry <br /> Blackwell. <br /> A neighbor reported the <br /> incident at 8:30 p.m. after <br /> hearing the blast and seeing <br /> smoke. No one was seen in the <br /> area. <br /> The fire department <br /> responded six minutes later, but <br /> the explosion didn't cause a fire, <br /> Blackwell said. The police <br /> officer who investigated the <br /> complaint said the blast was not <br /> caused by fireworks. <br />
