MEMO <br /> Date: October 31, 1996 <br /> To: Scobert Park Advisory Committee <br /> From: Bob Hammitt, Public Works Maintenance Director <br /> Tom Brett, Public Safety Patrol Sector Commander <br /> Subject: Committee Selection Process <br /> This memo is written in response to a question raised at the October 29, 1996, committee <br /> meeting regarding group representation and how members were assigned to represent specific <br /> groups. <br /> After an extensive outreach a total of 44 applications were received for the Scobert Park <br /> Advisory Committee. The selection process was designed to pull together a group of citizens <br /> who represent the varied interests and who could work together to reach solutions. Applications <br /> were reviewed by staff who have been involved with a variety of issues in the Whiteaker <br /> Neighborhood for the past several years. The final selection of committee members was jointly <br /> Cir made by the Executive Directors of the Departments of Public Safety and Public Works. <br /> Committee selections were based primarily on the information provided on the applications, <br /> including both the category/categories checked by the applicant and the additional written <br /> comments provided. Some assumptions were made when applicants selected more than one area <br /> of interest they wished to represent. <br /> The following elements affected the selection process: <br /> In the houseless category, which includes the homeless and frequent park users who do <br /> not live in the West Blair Neighborhood, only five applications were received. Despite <br /> repeated attempts, we were never able to make contact with one of the applicants in this <br /> category. This left four remaining applicants, all of which were selected for the <br /> committee. While some of the applicants from other categories may have qualified for <br /> the houseless category, this could not be determined from the information provided. The <br /> two social service provider representatives are both strong advocates for the homeless <br /> community and will provide additional representation for this interest. <br /> In the Horticulturist category, two applications were received. Both applicants were <br /> ineligible to sit on a City of Eugene Department Advisory Committee, because they <br /> reside outside of City limits. One of the applicants was also a City employee which is <br /> another disqualifying factor. Because this left no other applicants in this category, an <br /> individual was selected based on the extensive gardening experience detailed in the <br /> c <br />
