0 • <br /> - BLAIR BOULEVARD COMMERCIAL AREA HISTORIC DISTRICT (BD -92-4) <br /> On March 10, 1993 the City's Historic Review Board designated this property as part <br /> of the_ Blair Boulevard Historic Commercial Area, and adopted Design Guidelines as <br /> required by provisions of the Eugene Code, 1971. <br /> DESIGN GUIDELINES <br /> (March 10, 1993) - <br /> Resolution No. 3105 adopted by the City Council on March 26, 1979 requires <br /> Development Standards for Historic Landmark Areas in order to provide compatibility with <br /> the architectural and historic character of the area, and not encourage or create "new" old <br /> buildings. The following are some of the criteria that shall be considered when developing <br /> or improving a property located within the Blair Boulevard Commercial Area Historic <br /> District. The guidelines for development standards shall be applied to encourage <br /> compatibility and continuity with the area's existing historic ambience and character. <br /> Properties within the district are subject to the Historic Properties Alteration, New <br /> Construction and Major New Landscaping Criteria of the Eugene Code, 1971. <br /> The following Design Guidelines shall be applicable within the Blair Boulevard <br /> Commercial Area Historic District: <br /> 1. Facade. Improvements or alterations shall respond to the verticality of the <br /> facade and window proportions. <br /> The placement and size of window and door openings shall follow historic <br /> precedents that are unique to individual resources. Windows and door replacements <br /> shall respect the character defining features of the historic structure. Openings shall <br /> not be enlarged to accommodate plate glass or non - compatible additions. Detailing <br /> of windows and doors shall adhere to precedents that exist on the historic structure, <br /> or shall be based on sound documented research. <br /> Three dimensional elements, lie porches, bay windows, balconies and <br /> awnings, shall be designed to conform in scale, texture and harmony to the historic <br /> structure and character defining elements of the district. <br /> 2. Exterior Materials and Textures. New foundations are subject to Uniform <br /> Building Code criteria, but shall attempt to represent a historic appearance that is <br /> compatible with the structure. <br /> Siding shall replicate existing historic siding or be compatible with existing <br /> Exhibit A - Design Guidelines Applicable to <br /> Blair Boulevard Commercial Area Historic District - 1 10/12193 - <br />
