association with the rural landscape that existed `along Blair Boulevard during the historic <br /> period. The park shall be retained as a significant landscape feature of the district. Shade <br /> trees, fruit and nut trees, and ornamental plantings that exist in the park shall be maintained. <br /> Future construction of buildings and installations of plant material, park furniture and play <br /> equipment shall be evaluated to ensure compatibility with the character defining features of <br /> the park through the Historic Alteration Application process in the Eugene Code, 1971. <br /> The exceptions to these permitted uses are: <br /> Athletic facilities <br /> • Community centers <br /> Day car facilities <br /> Educational facilities <br /> Offices and meeting rooms <br /> Parking lots <br /> Public and private buildings <br /> Section 3. Development Standards. The Blair Boulevard Historic Commercial Area <br /> Design Guidelines adopted by the City's Historic Review Board on March 10, 1993 as <br /> reflected in Exhibit A hereto or as subsequently amended by the Historic Review Board, <br /> shall apply to properties within this historic district and shall be incorporated in any rezoning <br /> order or ordinance for properties within this historic district. Properties within the Blair <br /> Boulevard Historic Commercial Area are also subject to the Historic Properties Alteration, <br /> New Construction and Major New Landscaping Criteria and Historic Property Moving and <br /> Demolition Procedure and Criteria set forth in the Eugene Code, 1971. Alterations to the <br /> building exterior or landscape of properties located in the historic district shall be in <br /> character with the structure's original stylistic integrity as described in the City Landmark _ <br /> nomination. <br /> Section 4. Interpretation. References in this Ordinance to a provision of the Eugene <br /> Code, 1971 shall be interpreted to be a reference to the provision or successor provision as <br /> it exists at the time it is being applied or interpreted. <br /> Section S.
