_11110 Administrative Services
EUGENE Council & Intergovernmental
Services
City of Eugene
MEMORANDUM 777 Pearl Street, Room 105A
Eugene, Oregon 97401 -2793
(541) 687 -5177
(541) 341 -5894 FAX
(541) 687 -5045 TTY
Date: September 30, 1996
To: Mayor and City Council
From: Linda Norris, City Manager
Subject: Scobert Park
Councilor Boles requested I give the council a plan about how we will respond to issues in
Scobert Park.
Maintenance - The Public Works Director issued an administrative order on September 16, 1996
that closes a portion of the park until December 2, 1996. This closure allows staff to perform
maintenance /restoration work in areas of the park that have sustained heavy damage and abuse.
The maintenance /restoration needs include removal of portions of the playground equipment that
are unsafe, removal of stumps, restoration of the turf grass, selective tree limb removal,
transplanting of certain plantings, and general cleanup of the park.
Beginning the week of September 30, staff will remove stumps and unsafe playground
equipment. Restoration of turf areas will occur prior to the heavy rains. Remaining
maintenance /restoration work will be reviewed and discussed by the Scobert Park Advisory
Committee.
Fencing - Staff will begin installing green, plastic mesh fencing along the back side of the
pedestrian path Monday, September 30, 1996. Two existing benches will remain outside the
closure area.
Staff will also reseed areas of the park in front of the fence. We'll use plastic tape to keep people
out of these areas. This approach is consistent with practices used in other parks requiring similar
maintenance.
Enforcement - There will be an increased emphasis placed on enforcement of existing
laws /ordinances in and around the Scobert Park area. This action requires the use of overtime, as
normal staffing does not address specifically focused or special assignments.
Scobert Advisory Committee - a citizen advisory committee is being formed to address both short
V -5
