AGENDA ITEM SUMMARY <br /> October 10, 1996 <br /> TO: Citizen Involvement Committee <br /> FROM: Planning & Development Department <br /> RE: Enterprise Zone Advisory Committee Formation <br /> ACTION REQUESTED: Approval of the proposed committee type, the citizen involvement <br /> plan and the proposed interested parties list. <br /> BRIEFING STATEMENT: At its September 18, 1996 work session, the Eugene City Council <br /> passed a motion directing staff to establish a Department Advisory Committee for the purpose of <br /> reviewing the effectiveness of the West Eugene Enterprise Zone, recommending to Council <br /> whether or not the Enterprise Zone program should be continued, recommending potential <br /> changes to the Enterprise Zone program, and recommending potential State legislative <br /> policy. The Council has identified specific questions to be answered by the proposed committee. <br /> Questions include, but are not limited to the following: <br /> Has the Enterprise Zone program been effective to date? <br /> Does the program Lead to population growth? <br /> Can the recent State law changes be used to: <br /> Provide greater employment opportunities for local residents? <br /> Encourage desirable, family wage jobs? <br /> Make employment more accessible to local residents? <br /> Generate job training dollars for local residents? <br /> Favor small businesses? <br /> Could payments in lieu of taxes be generated to support the general fund? Education? <br /> Would continuation of the program help retain existing jobs? <br /> What effect does the program have on the City's tax rate and taxpayers? <br /> Should the boundaries of the Zone be changed? <br /> In order to incorporate citizen involvement into the Enterprise Zone program recommendations, <br /> a Special Interest Technical Department Advisory Committee is proposed. Staff recommends a <br /> ten - member committee with six special interest pool representatives, two neighborhood pool <br /> representatives, and two voter pool representatives. In order to answer the specific questions that <br /> Council has identified, special interest members will be selected from areas such as employment, <br /> job training, labor, CCED, and Lane County.
