AGENDA ITEM SUMMARY <br /> October 10, 1996 <br /> TO: Citizen Involvement Committee <br /> FROM: Jan Childs, Planning Division <br /> TITLE: City Council Public Forum: Discussion with Mayor Bascom <br /> ACTION REQUESTED: Discussion <br /> BRIEFING STATEMENT: In April 1996, the Citizen Involvement Committee discussed <br /> alternatives relative to Public Forum and endorsed an alternative to expand Public Forum as a <br /> standing item for every regular Monday evening City Council meeting. Mayor Bascom will <br /> attend the October 1996 meeting to discuss this matter with the CIC. <br /> ITEMS UNDER SEPARATE COVER: None <br /> BACKGROUND: Public Forum is a standing agenda item for the first regular Monday <br /> evening City Council meeting of each month. During Public Forum, any member of the <br /> audience may address the Council for up to three minutes on any topic not scheduled for a public <br /> hearing during the past or upcoming 30 days. In February 1996, the City Council asked the <br /> Citizen Involvement Committee to make recommendations regarding whether this practice <br /> should be retained or changed. The Council also asked for any procedureal recommendations the <br /> CIC might make within the framework of the recommended general Public Forum policy. <br /> In April 1996, the Citizen Involvement Committee discussed alternatives relative to Public <br /> Forum. The CIC endorsed an alternative to schedule Public Forum as a standing agenda item at <br /> every regular Monday evening City Council meeting, keeping the restriction that items which are <br /> the subject for any Public Hearing be excluded from comment during the forums for the 30 days <br /> preceding the hearing, in content but not process. The CIC also suggested that the standard be an <br /> allowed five minutes, which could be amended by the presiding officer in extenuating <br /> circumstances. <br /> Detailed background on Public Forum was provided in the April 1996 CIC Agenda. <br /> For more information, call Jan Childs, Planning Division, 687 -5481. <br /> II <br />
