(w. MEMORANDUM
To: Chris Andersen, Director of Public Works
Dave Whitlow, Director of Public Safety
FROM: Scobert Park Advisory Committee -
Neal Berry, Catherine Davenport, Douglas Ebbitt, Carol Fernlund
Richard Filloy, Judy Granatstein, Michel Kovcholovsky, Jim Reed
Cheryl Reinhart, Bruce Stockton, Sandra Tilcock, Alan True,
Jayme Vasconcellos, Micha Wolfgang
DATE: March 19, 1997
SUBJECT: Final Scobert Park Recommendations
We, in our capacity as an advisory committee to the Public Safety and Public Works
departments, have crafted the following recommendations to address the problems of Scobert
Park. These recommendations take into account the charge we were originally given to make the
park a safe and useful place for community members. They also take into account the
sentiments of the public input we received at our meetings and through a written survey we
distributed in the Whiteaker -Blair area in February.
We have been meeting weekly with Public Safety and Public Works staff since the end of
October. We have studied the history of Scobert Park, analyzed the current problems, agreed on
a vision of what we would like the park to be, and developed proposals that we believe will
support this vision.
Our vision statement and proposals are attached. We have twenty -one proposals, divided into
four different areas. Also included with our final recommendations is a list of many other ideas
the committee considered before making our final recommendations.
Included with, but not a part of our recommendations, is a report on the results received from our
public survey in February. We distributed approximately 500 surveys, and 46 were completed
and returned. While this isn't a statistically valid sample of opinion, and wasn't intended to be,
the survey results do show the interests and opinions of some of the population in the areas
Scobert Park is meant to serve. If you compare the survey results to our final report, you will see
we made a few changes to the proposals taking into account the comments received.
We appreciate your consideration, and implementation when possible, of these solutions to the
problems of Scobert Park.
 , ft,e.1 -r
