SCOBERT GARDEN. FENCING /Update
City of Eugene Parks Planning
July 12, 2000
BACKGROUND
In May, Scobert neighbors received a notice that a fence was being placed in
the park to implement a recommendation of the Scobert Park Advisory
Committee. The goal of the fence work is to address a variety of safety
issues created by illegal use of the area, and to protect park plantings from
trampling and abuse. On June 21s Parks Planning staff attended the
executive meeting of the Whiteaker Community Council to provide additional
information about the planned fence project, and to listen to neighborhood
concerns, which included:
• Improving safety in the park;
• Maximizing the amount of open space that is available to the public;
• Allowing more neighborhood input into the process; and
• Supporting a range of strategies to address park issues through both
resident - initiated and City- initiated actions.
ALTERNATE FENCE LOCATION
Following this meeting, WCC representatives requested that City staff
consider alternate fence locations to reduce the amount of Scobert Gardens
that would be inaccessible to the public. With this alternative, however,
removal and /or relocation of park plantings, including some mature
vegetation, would be necessary to ensure visibility to the rear of the park.
None of the larger trees would need to be removed.
Some neighbors support placing a fence along the eastern boundary of the
park. Since the installation of this fence would be in addition to the
proposed fence, it is not feasible at this time. It is hoped that over time,
neighborhood residents and parks maintenance staff can further evaluate the
need for this fence and if it becomes necessary, find the resources to
complete it.
NEIGHBORHOOD INPUT
Parks Planning will be looking to Scobert neighbors for input on these two
alternatives. A mailing to nearby residents will be conducted. However, all
neighborhood input will be considered and contact information is provided
below. We realize there is no easy solution, but we feel this project is a
necessary step towards addressing serious safety problems at the park.
For more information contact:
Andrea Riner
Parks Planning Manager
682 -4909
