SCOBERT GARDEN. FENCING /Update � <br /> City of Eugene Parks Planning <br /> July 12, 2000 <br /> BACKGROUND <br /> In May, Scobert neighbors received a notice that a fence was being placed in <br /> the park to implement a recommendation of the Scobert Park Advisory <br /> Committee. The goal of the fence work is to address a variety of safety <br /> issues created by illegal use of the area, and to protect park plantings from <br /> trampling and abuse. On June 21s Parks Planning staff attended the <br /> executive meeting of the Whiteaker Community Council to provide additional <br /> information about the planned fence project, and to listen to neighborhood <br /> concerns, which included: <br /> • Improving safety in the park; <br /> • Maximizing the amount of open space that is available to the public; <br /> • Allowing more neighborhood input into the process; and <br /> • Supporting a range of strategies to address park issues through both <br /> resident - initiated and City- initiated actions. <br /> ALTERNATE FENCE LOCATION <br /> Following this meeting, WCC representatives requested that City staff <br /> consider alternate fence locations to reduce the amount of Scobert Gardens <br /> that would be inaccessible to the public. With this alternative, however, <br /> removal and /or relocation of park plantings, including some mature <br /> vegetation, would be necessary to ensure visibility to the rear of the park. <br /> None of the larger trees would need to be removed. <br /> Some neighbors support placing a fence along the eastern boundary of the <br /> park. Since the installation of this fence would be in addition to the <br /> proposed fence, it is not feasible at this time. It is hoped that over time, <br /> neighborhood residents and parks maintenance staff can further evaluate the <br /> need for this fence and if it becomes necessary, find the resources to <br /> complete it. <br /> NEIGHBORHOOD INPUT <br /> Parks Planning will be looking to Scobert neighbors for input on these two <br /> alternatives. A mailing to nearby residents will be conducted. However, all <br /> neighborhood input will be considered and contact information is provided <br /> below.
