HAMMITT Bob
From: RIKHOFF Greg S
To: NORRIS Linda H; MORGAN Dick A; HAMMITT Bob; WHITLOW Dave A; HILL Jim R;
BREMER Richard B; BRETT Tom A; ANDERSEN Chris F; LYLE Les A; DONAHUE
Christine; GUZOWSKI Ken J
Cc: LYNCH Linda L; FELDMAN Mary H; WEILER Phil J
Subject: RE: Scobert Park
Date: Thursday, September 12, 1996 11:24AM
The meeting last night went very well. The group made , I think, considerable progress. The odds makers
have moved the chance of success from 2 to 35 %.
The meeting went from 7 to 9:15ish. About 60 people participated -- By Christine Donahue's estimation it
was an okay mixture of stakeholders. It may have been a little bit light on the side of long -term neighbors
and businesses, although they continued to straggle in throughout the night. In terms of the night's
discussion, the positions being represented seemed pretty balanced. 80 -85% of the people stated that
they had attended at least one meeting on the park already. Christine and I were the only City staff
present. Given the attempts to divert the discussion to the City pressuring the neighbors and police
harassment, I think it was a good call. As it was, it allowed the facilitators to get the discussion quickly
back on track.
Neil and Gretchen did a great job of moving the participants from viewing one and other as combatants to
realizing, for the most part, they all wanted the same basic things. They brainstormed issues and solutions
and then built a committee or panel to process solutions.
Everyone will be allowed to attend the meetings to observe the discussion. The actual participants will be
able to caucus with the community members they represent. The group brainstormed a list of constituent
groups that need to be represented. Then offered names. They have a list of 20 or so people who will
participate.
During the brainstorming of constituencies, the group listed several people that they would like to serve as
consultants /advisors:
Ward City Councilor(s)
City Official who knows park rule information. Dick Morgan was mentioned by name
City Official that could speak to fiscal resource issues
Police Services Representative. Tom Brett and Richard Bremer were mentioned by name
City Official that could speak to historic preservation issues. Ken Guzowski was mentioned by name
The group agreed to meet tonight at 7:00 p.m. in the Whiteaker School cafeteria. Neil's not available
tonight. Gretchen, and I assume Karen Tarnow, will be facilitating. All three are coming in at noon to
plan tonight's session. I will have answers regarding invitations for staff at that time.
Just as a final note, the facilitators were very warmly received. Folks from all sides of the issue expressed
thanks and appreciation and stated that they believe real progress had been made. They still have some
big issues ahead but the people there last night were not without hope.
Page 1
