Scobert Park Subcommittee
of the Whiteaker Community Council
1080 W. 3rd
Eugene, OR 97402
May 1, 2000
Tim Rhay
Public Works Department
1820 Roosevelt Blvd.
Eugene, OR 97402
Dear Mr. Rhay,
Our group has further discussed the possibility of organizing a Sunday market
in Scobert Park. Following is a proposal of what we'd like to do.
1. Market days would be Sundays, from noon -5:00, beginning in June and running
through August for a total of 13 market days this year.
2. Vendors of crafts and secondhand items would be invited to set up a small booth
and sell or trade their wares. Some potential locations for booths are on the path,
sidewalk or street so the grass would not be damaged. We talked about not letting any
cars park on the street(on the park side) for the duration of the market so that booths
could be set up there.
3. There would not be food vendors.
4. Musicians and various performers would do entertainment.
5. People attending would be encouraged to bring a picnic lunch, games, frisbees,
etc. and make an afternoon of it.
6. Our motivations for this particular project are
a. To bring Whiteaker neighbors together once a week in Scobert Park
b. To displace and disrupt the drug dealing and drug use that constantly plagues
Scobert Park
c. To draw attention and involvement from people who want to keep the park open,
safe, and free of hazardous trash(syringes, needles and broken glass)
At this time we don't have any financing. We are unsure of what level of
involvement we'll get from vendors and the community. So we'd like to do this as
inexpensively as possible and not spend any initial energy on fundraising. We've
gotten some positive responses from a few vendors and performers. Bill Goldsmith,
former director of the Saturday Market, has offered his assistance and advice to us.
Right now, the kind of information we need from the city is what permits and fees are
required, if any. If the city could waive fees, that would help us progress. Also please
let us know if there would be any other requirements or limitations for this project.
We have two meetings in May on the 7th and 21st at 4:00 in the park. Please
join us if you'd like to discuss the proposal with the whole group. Otherwise, you can
contact me (Cheryl) at 485- 9751.Thanks for you help.
,Sincetety, j
Cheryl Reinhart
