MEMORANDUM <br /> DATE: May 31, 1989 <br /> TO: Ed Smith <br /> FROM: Dick Morgan <br /> SUBJECT: Willamette River Bank Cleanup and Maintenance <br /> The following is a rough estimate regarding the cleanup of the Willamette <br /> river bank from the Beltline Bridge at the north to the Knickerbocker bridge <br /> to the southeast. (both sides) <br /> Assumptions Made: <br /> • <br /> 1. Only the 12 miles of river bank from Beltline to the Knickerbocker <br /> bridge is included. in this estimate. <br /> 2. Total acreage is 51+ acres. (Determined by: average width of 35 ft <br /> by 12 mi.= 51 acres) <br /> 3. Acreage under the City's jurisdiction is 33 acres. <br /> City owned /maintained 65% of 51 acres = 33 acres <br /> Other publicly owned 20%o of 51 acres = 10 acres <br /> Privately owned 15% of 51 acres = 8 acres <br /> 4. The 1985 Willamette Greenway Management Proposal would be followed when — <br /> possible. i.e. Visual access, Physical access, mini - windows, vegeta- <br /> tion /wildlife habit zones, etc. <br /> 5. 23 acres of City maintained land would be included in this cleanup <br /> project. Approximately 6 mile of river bank. 10 acres would be left <br /> native. <br /> 6. To clear 1 acre of undergrowth costs $8,000.(based on the state of <br /> Oregon's contract figures) <br /> 7. To prune up the trees for a 1 mile stretch costs $5,500. (based on <br /> an estimate of the tree crews costs) - <br /> Costs: To cleanup 23 acres /6 miles of river bank <br /> 23 acres - undergrowth times $ 8,000 = $184,000 <br /> 6 miles of tree work times $ 5,500 = $ 33,000 <br /> TOTAL $217,000 <br /> Work Inclines: To clear undergrowth and prune the trees would take 3 -5 <br /> years. This could be accomplished with one additional position, existing <br /> crews and volunteer groups. The major portion of the clearing and tree <br /> pruning would be undertaken during the months of October thru mid - March. <br />
