M E M O R A N D U M <br /> 08/09/89 <br /> TO: .Mike Gleason, City Manager <br /> FROM: Bob Hammitt, Maintenance Directo <br /> SUBJECT: RIVER BANK-CLEARING PROJECT <br /> I am writing this memo to you as a follow up to a couple of our recent phone <br /> conversations regarding available resources to dedicate toward cleaning of <br /> the river bank. Since then, I have discussed this project with PARCS and we <br /> have put together an action plan. <br /> Dick Morgan is the designated lead person on this project. I have worked <br /> with Dick to develop this action plan so that some immediate attention is <br /> given to the river bank. This plan also allows both departments to continue <br /> with existing vegetation abatement programs at an acceptable level. <br /> The plan was put together on a time table and in a fashion that should mini- <br /> mize the impact on areas sensitive to environmental concerns. Certain areas <br /> are so thick with trees that some will have to be removed to gain visual <br /> access. Any necessary live tree removal will be scheduled during the fall <br /> when the leaves are off in order to minimize the impact. Moving any faster <br /> than what is outlined would likely raise the concerns of the environmental <br /> community to a level difficult to deal with. <br /> Our immediate goal is to open river bank areas up to visual access by mowing <br /> down blackberries and undergrowth and raising tree limbs. We will attempt to <br /> accomplish the project within the guide lines of the 1985 Willamette Greenway <br /> Management proposal. <br /> HIGH PRIORITY: North bank directly across the river from the EWEB plaza. <br /> The first step would require intensive hand labor to clear out the under- <br /> growth and limb•up• the trees. Dick has met with Sgt. Bob Perdue and Lt. Paul <br /> Sachet to request that the sheriff's prisoner work crew do this phase. They <br /> quoted Dick a cos e"of $ 50 per prisoner per day. We estimate that it would <br /> take a crew of 17 about 10 days to do the project so we would need S 8500. <br /> This is where we request your help. If you would be willing to contact Jim <br /> Johnson to get the county to buy into the project, especially since this <br /> parcel was a part of the Alton Baker Park transfer, perhaps the charges could <br /> be waived since neither Public Works or PARCS has money budgeted for this <br />
