• Guides and monitors will be in continual radio, phone, or voice contact with each <br /> other. If at any time there is concern for the structural integrity of the levee and <br /> the safety of staff and equipment, transport of the vehicles /equipment will cease <br /> and further assessment of the levee will be made. ECC staff will be notified. <br /> • When vehicles, equipment, and repair workers reach that area of the levee <br /> requiring work, the supervisor or lead worker, in consultation with staff, will <br /> conduct an assessment of all existing or potential safety hazards in the area. <br /> Safety protocols and procedures will be established that will mitigate the existing <br /> and potential hazards. Existing staff will be briefed of the hazards and all new <br /> staff entering the area will also be briefed. <br /> • At least one employee will be assigned the sole job as acting as a work place <br /> "spotter ". The spotter will continually monitor the work site and environment for <br /> any changes to conditions that may jeopardize the safety of staff on site. The <br /> spotter will also monitor the activities of other employees, check in as to their <br /> physical condition, and warn them of any perceived hazards. If the number of <br /> employees on site or size of the area is deemed significant in size, a second <br /> employee will be designated a spotter and assigned work accordingly. No <br /> vehicle or equipment will be turned around on the levee without the assistance of <br /> one or more ground employees acting as a spotter for that operator. <br /> • Employee safety is paramount. All employees will wear personal flotation devices <br /> when working on or near the levee. <br /> B. List of PPE and Other Equipment Specific to High Water Event Operations <br /> 1. Mandatory <br /> Rain gear with reflective stripping or a reflective safety vest <br /> Leather or "rubber" work boots <br /> Personal Flotation Device (PFD) <br /> Cell phone and /or portable communications radio <br /> Flash light with fresh batteries <br /> River rescue rope throw bag <br /> 2. Optional <br /> Work gloves <br /> Hard hat with attached light (may be mandatory if overhead hazards present) <br /> Digital camera with fresh batteries <br /> Filled personal water bottle <br /> Map of work area <br /> Synthetic Rope <br /> 3. Other -- Other PPE such as eye, ear, and leg protection may be needed <br /> depending on equipment used and work assigned.
