Box 5386, Eugene, OR 97405 �c <br /> (503) 485-1320 MAYOR __ . _ .._� <br /> M /CC <br /> MGR v,,4 <br /> a <br /> SST MGR <br /> May 12, 1993 RECEIVED <br /> BY CITY MANAGER <br /> Mr. John Etter DEPT <br /> Public Works Maintenance O C T 1 1993 <br /> 1820 Roosevelt Blvd <br /> Eugene OR 97402 <br /> RE: Proposal for Development of a Raptor Rehabilitation and Nature/Interpretive Center at <br /> 32275 Fox Hollow Road <br /> REF: Fox Hollow Property Request For Proposals dated March 9, 1993 <br /> Dear John: <br /> Cascades Raptor Care Center hereby submits a proposal to develop a nature /interpretive center, in <br /> combination with a raptor rehabilitation facility, at 32275 Fox Hollow Road as part of Ridgeline Park. <br /> As you know, CRCC has been seeking a location for a permanent care facility that would also be an <br /> appropriate nature center, in order to both (1) expand the care we can provide distressed birds brought <br /> to us by the citizens of Lane County and regulatory authorities and (2) fill a need within the <br /> community for a location where families and school tours can view native wildlife in displays <br /> designed to educate the viewer on the habitats in which such wildlife can be found. In keeping with <br /> the directions of Eugene Decisions, we envision this center as very much a community effort - in <br /> effect privatizing the development or developing such a center in partnership with the City (at minimal <br /> cost to the City) to fulfill the mandates of the existing Master Plan. <br /> This will be the only West Coast nature center focused on birds of prey and their habitats - which, <br /> given the position of raptors at the top of their food chains, essentially encompasses the entire <br /> ecosystems of which they are a part. The interpretive center will focus primarily on Western <br /> Cascades, Willamette Valley, and Coast range species and habitats and will include displays by other <br /> conservation organizations such as the Native Plant Society and Lane County Audubon, as well as <br /> government agencies such as US and Oregon Departments of Fish & Wildlife and Willamette National <br /> Forest. Outside displays of live, non - releasable animals, primarily birds of prey, will be designed <br /> around existing vegetation and site contours to provide spaciousness and choices of such things as <br /> perches and views for the inhabitants, while providing viewers with the experience of seeing these <br /> animals in environments as natural as possible and appropriate to each species. The focus of the <br /> exhibits will be educational, on the importance of these species in the overall health of the environ- <br /> ment, ways to maintain the integrity of their habitats, and prevent the common causes of injuries, <br /> illness, and orphans. <br /> Through school and community projects (e.g., scouts or service clubs), the Nature Center will be <br /> developed as very much a community resource, an end -point destination for families on a recreational <br /> t «• <br />
