2.) Acquisition of parcel by another government agency or through agency partnerships. <br /> Seek acquisition of parcel by an agency which would be better suited to maintain and operate a <br /> given parcel. Work with other governmental agencies such as BLM, Lane County, Springfield, <br /> and Willamalane to coordinate, consolidate, and implement open space and natural resource areas <br /> for the metropolitan region. These partnerships can help cut costs through maintenance and <br /> operation efficiencies and reduce duplicative efforts <br /> 3.) Acceptance by City of parcels deemed to be of high value for protection and preservation <br /> when no alternate protective mechanism is available and when acceptance criteria are met. <br /> If an area will enhance existing open space or natural systems, it should be given a high priority <br /> for acquisition. If another option is not available to acquire a natural area, City acquisition may be <br /> the only means of ensuring that the City's natural resource and open space goals are met. In any <br /> case the area should only be accepted after a thorough evaluation of the acceptance criteria <br /> discussed. The following two recommendations are aimed at this goal: <br /> a.) Development of a decision rating matrix with which a parcel can be evaluated based on how <br /> well it meets the acceptance criteria presented in this discussion. The development and <br /> implementation of a parcel acceptance decision matrix is perhaps the most important <br /> recommendation to emerge from this discussion. It is important that a sound, well planned <br /> decision matrix be developed. This tool will help in the decision making process when acceptance <br /> of areas may result in costs, liabilities, and requirements for the City which outweigh natural <br /> resource and open space values. An example of a rating matrix evaluation form is attached to <br /> give an idea of the concept envisioned. <br /> b.) Another recommendation is that a management evaluation team be established to perform the <br /> matrix evaluations. This team should include representative members from program areas likely <br /> to be affected by the acquisition. These members might include: Planning and Development, <br /> Parks Planning, Parks Maintenance, and Wetland / Stormwater Management staff. By weighing <br /> the ratings of the team members an aggregate "City viewpoint" can be achieved for each area <br /> proposed for City ownership. <br />
