Implement the Management Framework Plan (MFP) decision to pursue <br /> mineral withdrawal for the Leslie Gulch ACEC, an action which <br /> would permanently protect the habitat from mining activity by <br /> closing the lands to mineral entry. <br /> 5. Where possible, continue to mechanically remove whitetop and <br /> Scotch thistle as they appear in Leslie Gulch. Continue with the <br /> spray program as currently approved and conducted for Leslie <br /> Gulch, using hand - sprayers only, with specific direction provided <br /> by a botanist or designated, qualified representative to avoid <br /> impacts to the rare species. <br /> 6. Continue monitoring of photo points of three locales of Senecio <br /> ertterae and of two locales of Mentzelia packardiae which are in <br /> locations vulnerable to livestock use, recreational impacts and <br /> noxious weed invasions. Evaluate any observed changes in <br /> disturbance to habitat or invasion of noxious weeds and take <br /> appropriate action where possible under existing BLM laws, <br /> regulations and policies to remove threats. <br /> 7. Initiate contact with cooperating colleges, universities and <br /> agencies to limit and monitor the amount of pedestrian activity <br /> necessary for scientific inquiry and study on the loose talus <br /> slopes within Leslie Gulch. <br /> 8. The District Manager, Vale District, shall inform the Supervisor, <br /> USFWS Boise Field Office, of conservation activities for this <br /> species by October 31 annually for the duration of this agreement. <br /> FE'S shall: <br /> 1. Forward copies of all new information on these species to the <br /> District Manager, Vale District as they are received by USFWS. <br /> 2. Refer inquiries on Bureau management of these species or of the <br /> Leslie Gulch ACEC to the District Manager, Vale District. <br /> 3. In cooperation with BLM, re- evaluate the status of these species <br /> on an annual basis or as needed and propose appropriate action or <br /> modifications should the status change. <br /> 4. As possible, cooperate in cost sharing of studies, acquisitions <br /> and similar actions specific to this conservation agreement as <br /> allowed with USFWS pre - listing or pre- recovery funding. <br />
