1 5 <br /> population of Ivesia rhypara var. rhypara is part of the <br /> Honeycombs ACEC/RNA. All populations except the disjunct Senecio <br /> ertterae are within Wilderness Study Areas. A variety of federal <br /> regulations restrict and govern land use activities for each of <br /> the special land use designations described above, which results <br /> in additional protection of habitat for these species. No state <br /> law protects Ivesia rhyara var. rhypara, and no federal law <br /> specifically protects the three species being considered. Neither <br /> the State nor Federal Endangered Species Act adequately protects <br /> the taxa on private land. <br /> E. Other Natural or Man -made Factors Affecting Their Continued <br /> Existence <br /> Drought: As annuals, Senecio ertterae and Mentzelia packardiae <br /> are sensitive to fluctuations in precipitation, although timing of <br /> moisture and temperature patterns may also be responsible for <br /> numbers of plants germinating and reaching maturity in any given <br /> year. Both species no doubt maintain a strong seed bank, although <br /> the effects of prolonged drought or erratic germination patterns <br /> are not known. The effects of drought on the perennial Ivesia <br /> rhypara var. rhypara is unknown. <br /> Competition with exotic species: Addressed in A. above. <br /> VI. Proposed Conservation Actions <br /> The BLM and the USFWS shall implement the following as allowed under <br /> laws, regulations and policies effective at the time of the proposed <br /> actions and subject to limitations in funding. <br /> The BIM shall: <br /> 1. Write the Leslie Gulch F.CEC Plan by the end of FY93 and implement <br /> the plan by the end of FY94. Major components of the plan would <br /> identify specific management objectives needed to conserve the <br /> three plant species, studies necessary to determine needs in the <br /> conservation of the species, and monitoring of the effectiveness <br /> of actions or management in meeting the plan objectives. <br /> 2. Evaluate direct or indirect impacts to other listed, candidate, <br /> and Bureau sensitive species by actions proposed for <br /> implementation of this CA. If any adverse impacts are <br /> anticipated, modifications to this CA would be required to <br /> conserve these other species. <br /> 3. Collect no more than two percent of Senecio ertterae, Mentzelia <br /> packardiae, and Ivesia rhypara var. rhypara seed in any given year <br /> to assure propagules in ex situ seed bank are adequate to <br /> perpetuate the species in the face of catastrophe or to <br /> reintroduce the species if necessary. Sponsorship of the three <br /> species will be pursued. <br />
