After some staff discussion, Chris suggested that I needed to request you to restate the information you gave to us here -in -below in a letter on City Attorney letterhead. It would then be included in the agenda packet for the Parks and Recreation Commission. This would make a very good and formal response to them on their questions on this issue. If possible, we need this letter by May 13th for the agenda packet. If this isn't possible we could hand deliver the letter if we received it prior to the 19th. In addition, could you provide us copies of the "underlying documents" you referenced in your note? I would not ask you to put any research into providing us the documents, but if you can easily put your fingers on them it would likely save us considerable research in obtaining copies. All the resolution and other documents refer to is the acquisition of the ranch as a historical monument to Wayne Morse, for use for recreational purposes. There is no legal restriction from having dogs in the park, on or off leash. I am not planning to communicate with Charlie directly since he never followed up on my offer to send me what information he had and to make his argument so we could evaluate it. We don't see any legal restrictions on the designation of Morse Ranch as an off -leash area. Sharon
