JJGENE' Parks Recreation <br /> & Cultural Services <br /> City of Eugene <br /> M E M O R A N D U M 22 west 7th Avenue <br /> Eugene, Oregon 97401 <br /> (503) 687-5333 <br /> January 17, 1992 (503) 683 -6834 FAX <br /> TO: Mayor and City Council <br /> FROM: Doug Post, Parks Superintendent <br /> SUBJECT: DOG OFF LEASH PARK REVIEW AND EVALUATION <br /> On January 15, 1992, the Parks and Recreation Commission approved an evalua- <br /> tion plan for the dog off leash pRanchm operatint <br /> parks (the east pasture of M orse <br /> As you may recall, in August 1991 when the dog off leash program came before <br /> you as an amendment to the dog at -large ordinance, you approved the code to <br /> authorize the City Manager or designee to select park sites that would allow <br /> dog owners to exercise their dog without getting cited. PARCS implemented the <br /> program on September 1, 1991 on a trial basis with a review date set in three <br /> to six months. <br /> We_are presently attomonth <br /> the point <br /> review given <br /> process <br /> immediately the <br /> program, we feel the need to Be begin <br /> The citizen participation elements of this plan include a Dog Off Leash Park <br /> Program survey to park neighbors, users, and concerned citizens, and a public <br /> hearing scheduled for February 13 at 7:00 p.m. in the Council Chambers. <br /> PARCS also has received three petitions: one in favor of keeping Morse Ranch <br /> as a site for dogs off leash; the second, to discontinue use of the ranch, and <br /> the third, signs petition <br /> onLincolnkStreet, remove courtesy <br /> parking sig <br /> pasture. <br /> We expect much of the attention will be focused on the use of Morse Ranch. The <br /> citizen feedback from the surveys, public hearing, letters, and petitions will <br /> identify the issues that need to be examined in helping the Parks and Recrea- <br /> tion Commission formulate a recommendation to forward to the PARCS Executive <br /> Director.
