MEMORANDUM
April 8, 1992
TO: Eugene Parks and Recreation Commission n
FROM: Douglas A. Post, Recreation Superintendent 0
SUBJECT: DOG OFF -LEASH PARK STATUS REPORT
On March 18, 1992, you voted to recommend Option A to .Bob Schutz, Executive
Director PARCS for his consideration and final decision.
As you recall, Option A recommended continuing the dog off -leash program at
Gilham Park and Candlelight Park, adding two new sites, one at Alton Baker
Park and one at Amazon Park, and continuing the Wayne Morse Ranch site under
certain conditions.
On March 26, 1992, Bob Schutz, made his final decision to go along with Option
A, as recommended by you.
I met with the Amazon Neighborhood Association Executive Board on March 31,
1992, to explain the dog off -leash program and to specifically discuss the new
Amazon site. The executive board and several guests generally supported and
endorsed the program. They requested Parks staff monitor the Amazon site to
identify and address any problems that might arise.
To implement Option A, staff directed the City Attorney to amend the park
rules to include the two new sites. This action will have been completed
before the new sites are opened.
The Alton Baker Park site is scheduled to open on Saturday, April 11, 1992.
The necessary fencing will have been installed, the water service activated
and the dog off -leash rules posted.
Parks staff will begin installing the fencing at the Amazon site the week of
April 13th. If all materials can be secured, the project should be completed
and opened for use within a week.
Following the opening of the Amazon site, staff will proceed with implementing
the conditions outlined in Option A regarding the Wayne Morse Ranch site.
The major issues to be discussed and resolved at Morse Ranch include, devising
a plan to restore and protect the stream, determining the type and then
constructing the new fencing, upgrading current fencing, and installing gates
at the fence openings on Lincoln Street and Crest Drive.
Parks staff will coordinate this project with the appropriate parties or
interested individuals with regard to design, funding /contributions, and
volunteer assistance.
This project will take more time to process and complete. Staff will proceed
expeditiously to meet the conditions and to complete the project in a timely
manner. Anticipated time frame is two to four weeks.
Please contact me if you have questions or desire additional information.
