Kit Staples
3105 Lincoln
Eugene 97405
Jan. 18, 1993
Barbara Keller
City Council
777 Pearl
Eugene 97401
Ms. Keller,
A recent article in the Daily Emerald focused on your concern for the
Amazon Channel and the need to allow "more recreation, natural habitat
areas...and natural cleansing of stormwater from the South Hills." This is
a laudible sentiment on your part, but very inconsistent with positions you
have taken as a member of the PARCS Commission. As a member of that
group, you have consistently supported continued use of the Wayne Morse
-- Park as a dog off -leash area despite mounting evidence of the damage to
the pasture which contains a year -round stream and seasonal seaps and
springs which feed into the Amazon. The city's own Planning and
Development Department's Winter '93 "Eugene Neighborhood News" had an
article on stormwater concerns and mentioned animal feces as a factor in
contamination of stormwater, One can suppose a lot of contamination
from animal feces into the the stormwater from a dog off -leash area,
don't you think? City Engineer Les Lyle is quoted in the January 16th
Register Guard as saying, "Much of the City's storm water plan is expected
to focus on improving natural settings along the Amazon Channel and other
wetland areas ". Sounds like the Wayne Morse Park to mei
Many of us with concerns about the Wayne Morse Park have been
extremely frustrated with the lack of a clear vision from the city: a lot of
concerned rhetoric but little action in line with that. Since you have put
yourself forward as an advocate for proper management of Eugene's urban
wild areas, 1 would appreciate a response from you on this, especially in
light of your apparent flip -flop on the issues.
Sincerely,
Kit Staples
cc: City Council members
Chris Anderson, Public Works
