Therefore only <br /> the first floor of the residence was designated as a <br /> Historical Site and its value was excluded from the purchase <br /> price covered by the Open Space Grant." <br /> 6. I am especially concerned about the section of the plan <br /> covering the Stream and Wetlands, and how it relates to the <br /> dog off leash policy. Option 1 of this section states that <br /> "public use of the pasture would remain essentially <br /> unrestricted, pending resolution of the off leash dog policy, <br /> at all times " ". This is the only mention of the off leash <br /> policy that I found in the plan, and it completely fails to <br /> recognize the fact that the off leash dog policy has already <br /> been resolved. <br /> Option 2 is even more distressing. To propose that livestock <br /> or equestrian events could be held in this area is <br /> ridiculous. The uneven land and the poor drainage make this <br /> unfeasible. Also, I found it quite ironic that option 2 <br /> '" calls for a boarded horses lease arrangement along with the <br /> livestock and equestrian events. Ann Penney has been quite <br /> vocal about her concerns that dogs are doing environmental <br /> damage to the park. If this was really a valid concern, it <br /> would seem that horses and livestock would be much more of a <br /> threat to this area! This type of irony just solidifies my <br /> impression that any "environmental" concerns are nothing but <br /> a ruse to try and get rid of the dog policy. <br /> 7. I truly feel that this proposal has been made in bad <br /> faith. A good example of this concern is the historical <br /> fence issues. The master plan report emphasizes the need for <br /> historically accurate fences. I would like to emphasize that <br /> the Eugene Off Leash Association has continually been <br /> offering to white wash the existing fence, help repair the <br /> existing fence, and help with the construction of additional <br /> fencing. Neither the Historical Board or the City of Eugene <br /> has taken us up on our offers of help. <br /> In addition, the fences around the east pasture have been in <br /> horrible disrepair for years. Portions of the fences fell <br /> over and were hauled away approximately four or five years <br /> ago. Despite this, as far as I know, the Historical Board <br /> has only recently become interested in this fence issues (and <br /> that was after the Eugene Off Leash Association brought it <br /> up). At a Historical Board meeting earlier this year, I <br /> (shortly before I was "excused ") practically pleaded with Ann <br /> Penney and the other board members to work together with the <br /> Off Leash Association to maintain and improve the off leash <br /> area and it's fences. I strongly suggested that instead of <br /> fighting one another, our efforts would be much more <br /> productive by working together for the betterment of the <br />
