BERRIAN Pam C
From: MEDLIN Johnny R
To: BERRIAN Pam C
Cc: NORRIS Linda H; HAMMITT Bob; DILLER Della M
Subject: RE: Child Care Inc., BKeller
Date: Monday, January 23, 1995 10:55AM
Pam, I'll try to get a package of maps together and FAX it to Barbara. I'll send her an E -Mail and also give
her a call and leave answers to her questions on her answering machine as well.
What I will be telling her is this:
1. Staff's estimate of the average use of that 80+ space parking lot at Maurie Jacobs Park through the
week is around 10 spaces being used at any given time. On weekends this is much higher and during the
special events that are scheduled on weekends it will occasionally be full.
Due to this low daytime weekday usage we didn't feel there is a conflict with allowing Child Care
Incorporated (CCI) to use up to eight spaces during the week. CCI is open through on weekdays to 5:30
p.m. and closed on the weekends. Therefore there would be no parking spaces needed in the evenings or
weekends. This has not been discussed as a permanent "gift" of the parking spaces to CCI. A written
agreement with periodic renewals would be developed for their use of eight available "extra" parking
spaces An evaluation of park usage would be made each time such an agreement would be up for renewal
to determine its impact and if CCI's use of the parking spaces would be continued.
2. The only "policy" statement on surplus property I'm aware of is the one dealing with surplus
"structures" I took to Council last spring. That policy doesn't deal with undeveloped vacant land such as
is the case with the Thomason Lane properties. The sale of surplus land is covered in the municipal code.
3. We sold the property on Fox Hollow to Cascade Raptor Center last February and they (Louise Shimmel)
took possession at that time.
Thanks
Johnny
From: BERRIAN Pam C
To: MEDLIN Johnny R
Cc: NORRIS Linda H; HAMMITT Bob; DILLER Della M
Subject: Child Care Inc, BKeller
Date: Monday, January 23, 1995 9:52AM
Hi Johnny: BK called me this am and feels she cannot
completely understand this agenda item until she receives a
map of the property -- including the anticipated donation of
parking spaces. She would also like to know from you how
much use the parking lot gets during the daytime. Can you
FAX a map to her or if not enough time, can you make it
available at council places for tonight's mtg? Consider
whether this map should be put at council places tonight.
If you e-mail BK the info re: use of the parking, can you cc
me?
BK FAX is 342 -5199
Relatedly, BK wanted a copy of the "City's policy on surplus
property' ...perhaps, you could FAX that to BK as well and
offer to have that put at councilor places if she plans to
call attention to it. She would also like an update on the
Cascade Raptor Center (i.e. did the City sell or lease them
the property ? ? ") She seems to want to be clear on the "fact ?"
that this child care issue is unlike other suprlus property
issues that has come before council.
Page 1
