Child Care Inc. Proposal for Eugene City Council 5 <br /> Part 3: Proposed New Site <br /> Relocating the program to the Thomason Lane site is attractive <br /> for many reasons. The double lot parcel, adjoining the west end <br /> of Maurie Jacob Park, would allow us to expand our program and <br /> continue to serve families from the Whiteaker neighborhood. <br /> The site is fully accessible via foot and bike paths from the <br /> entire Whiteaker and South Ferry Street Bridge area, is close to <br /> the bike /pedestrian bridge to Valley River, and is located within <br /> 400 feet of bus stops serving four LTD bus routes (50, 51, 52, <br /> and 53C). Further, it is located close to the intersection of <br /> River Road, the Chambers Connector, and Roosevelt Boulevard, <br /> making it easily accessible by car from West Eugene. The <br /> location close to the soccer field and Myra's playground would <br /> permit frequent use of the park area by the children served by <br /> Child Care Inc. We envision easy, convenient access to these <br /> park facilities as an enhancement to the outdoor play area on <br /> site. <br /> We propose to use the full site for our building and outdoor play <br /> area. We hope to make arrangements with the Parks Department for <br /> daytime, weekday (off -peak hours) use of the preexisting <br /> adjoining 88 -space parking area for our staff and parents. Then <br /> we would require only a small loading area on our own property. <br /> Many of our staff and families already commute by bicycle, bus, <br /> or on foot. By locating where there is easy access by these <br /> modes of transportation we would be able to minimize the traffic, <br /> noise, and environmental impact of our center's operation on the <br /> neighboring homes in the immediate vicinity. This setting would <br /> also allow us to maintain the residential feel of our facility, <br /> which many feel is an important element of our current site. <br /> Our plans for a new facility include: larger classrooms; an <br /> observation /resource area for parents and teachers -in- training; <br /> an up -to -date kitchen allowing for more efficient meal <br /> preparation, service and cleanup; a private administrative <br /> office; and a resource area for our staff. We are particularly <br /> eager to upgrade our working environment to maximize the quality <br /> of staff -child relationships, and the ability of teachers to <br /> provide warm, nurturing care and attention. <br /> Our ability to relocate the program is contingent on the ability <br /> of the City Council to donate the Thomason Lane Site to Child <br /> Care Inc. The ownership of the land would provide significant <br /> leverage to obtain funds from the Community Development Block <br /> Grant, other funds from foundations and corporations, and would <br /> be pivoted in launching our capital campaign in the community. <br /> We could commit to the Council that we would relocate to the <br /> Thomason Lane site within 5 years and that construction would not <br /> begin until 800 of the funding was acquired. <br /> Dec. 9, 1994 <br />
