• <br /> t sf .• <br /> .0 <br /> Child Care Inc. has a contract with the city for use of a minimum of seven spaces <br /> each day. <br /> During a typical week, Child Care Inc. generates about 20 trips in the early <br /> morning drop-off times and around 15 trips in the late afternoon pick -up times. <br /> This includes staff vehicles which will also be parked in the city parking lot. <br /> Intermittent trip generation is expected in the interim with several visitor vehicles <br /> expected at any one time. <br /> Public utilities are available to the proposed site. A four inch main water line is <br /> located on the north side of Thomason Lane with a four inch fire hydrant at the <br /> comer of the site. <br /> 2) Section 9.702(b): The location, design, and related features of the <br /> proposed development will provide a convenient and functional living , <br /> working, shopping, or civic environment, and will be as attractive as the <br /> nature of the use and its location and setting. <br /> Child Care Inc. expects to relate extremely well with the surrounding <br /> neighborhood and looks forward to the relationships that are already developing <br /> with the neighbors. In April of this year, Child Care Inc. hosted an "Open House" <br /> for the neighbors to share with them our plans and get any feedback from them. <br /> All responses from that open house were favorable and we look forward to the <br /> neighborhood experience. The neighbors are welcoming us there as an <br /> important part of the neighborhood in terms of safety. The vacant lot that we will <br /> relocate to is currently a problem due to transient activity. The neighbors look <br /> forward to our presence as a deterrent to undesirable activity. <br /> 3) Section 9.702 (c): The proposed development will be consistent with <br /> the applicable adopted neighborhood refinement plans, special area <br /> studies, and functional plans. <br /> A child care center on the proposed site will be consistent with the Whitaker <br /> Refinement Plan in two distinct ways: <br /> •The proposed location allows for alternative transportation opportunities because <br /> of direct access to a variety of avenues. These include the bike path, the Valley <br /> River foot bridge, and the LTD bus stops. (A bike parking area will be located at <br /> the front of the building within view of the administrative office, and will fall <br /> primarily on city park property between the building and the parking lot.) <br /> •The quality, affordable child care program provides access to an essential social <br /> service to families in the Whitaker neighborhood. <br /> The proposed site does fall within the Willamette Greenway boundaries. The site <br /> is surrounded by residential areas on the east, west, and south sides. The north <br /> 3 <br />
