Eugene City Zoning Code 9.702 Criteria <br /> 1) Section 9.702(a): The location, size, design, and operating <br /> characteristics of the proposed development will be made reasonably <br /> compatible with and have minimal impact on the livability or appropriate <br /> development of abutting properties and the surrounding neighborhood, <br /> with consideration given to harmony, scale, bulk, coverage and density; to <br /> availability of public facilities and utilities, including transit- related <br /> facilities; to traffic generation and the capacity of surrounding streets and <br /> alleys; and to other relative impacts of the development. <br /> The facility will be used primarily during the daytime, during the week, with <br /> intermittent activities during other times (i.e.. monthly evening board meetings, <br /> bi- monthly parent education workshops, occasional Saturday work events, etc.). <br /> Child Care Inc. will provide a peesence in the neighborhood during the time of <br /> days when most neighbors are gone. <br /> The new building is designed with gently sloping roofs in a residential style to <br /> blend with the architecture of a residential neighborhood. Even though the <br /> building is approximately 5,500 square feet. the eve lines are low and the <br /> massing is broken up by different roof areas. The main building is oriented <br /> toward the park, but the playshed portion will be located to line up with the <br /> setbacks of the adjacent residences. Design development will occur including <br /> experts in technical engineering, safety design (Tod Schneider, Community <br /> Service Specialist with the Eugene Police Department has recently reviewed the <br /> site plans), child care certification, as well as commercial kitchen specialists <br /> which may necessitate slight increases in the total square footage. , <br /> The proposed use is expected to be very compatible with, and an asset to the <br /> surrounding area, and should enhance the livability of the neighborhood. It is <br /> expected that families in the immediate area would use the child care center, not <br /> only because of the high quality of the affordable program, but also because of <br /> it's proximity to the residential area and easy accessibility to commuters. (Indeed, <br /> some of the families on Thomason Lane have already inquired about the child <br /> care program). <br /> The proposed site is within .1 of a mile (2 blocks) of the nearest Lane Transit <br /> District bus stops on River Road with direct access to downtown Eugene and <br /> River Road /Santa Clara areas, and beyond. <br /> The vehicular traffic generated will almost exclusively bypass the adjacent <br /> residential area due to the entrance to the center being off of Fir Lane.
