Jacobs Memorial Park but is set forth as part of the development <br /> site by virtue of an agreement with the City for use of the parking <br /> spaces. <br /> The day care center contemplates an enrollment of approximately 48 <br /> children and will operate 7:30 a.m. to 5:30 p.m. on weekdays with <br /> a staff that may range up to 12 persons working on the premises at <br /> one time. <br /> Zoning in this area is primarily low- density residential, <br /> consisting of RA zoning. To the west of the site, however, is an <br /> area outside the city limits zoned RA /UL Suburban Residential <br /> District with Urbanizable Lands Subdistrict. The park land located <br /> to the north and northeast of the development site is zoned PL <br /> Public Land and is Maurie Jacobs Park. The development of the RA <br /> zoned surrounding parcels is characterized by single- family <br /> dwellings. <br /> The Thomason Lane entrance to the site will accommodate service <br /> deliveries. Patrons and staff will access the facility by means of <br /> Fir Lane to the parking area. Fir Lane from River Road east to the <br /> park entrance is approximately one block long. The first 100 feet <br /> of Fir Lane east of River Road is improved to city paving <br /> standards. The remainder of this street, approximately 200 feet, <br /> consists of an asphalt mat approximately 17 feet wide. <br /> B. Evaluation <br /> Section 9.702(a): The location, size, design, and <br /> operating characteristics of the proposed development <br /> will be made reasonably compatible with and have minimal <br /> impact on the livability or appropriate development of <br /> abutting properties and the surrounding neighborhood, <br /> with consideration given to harmony, scale, bulk, <br /> coverage, and density; to availability of public <br /> facilities and utilities; to traffic generation and the <br /> capacity of surrounding streets and alleys; and to other <br /> relative impacts of the development. <br /> As indicated above, the nature of the structure to be erected on <br /> this site will be not dissimilar in height, bulk and configuration <br /> from single- family dwellings in the area. Besides being <br /> constructed within the maximum height limitation for single- family <br /> districts, the building will comply with front and interior yard <br /> setbacks and lot coverage restrictions. The accessory uses, <br /> including the sheltered play area, will also comply with lot <br /> coverage and setbacks for accessory uses permitted in the RA zoning <br /> district.
