Due to complications in providing infrastructure services to the site, CCI was unable to meet all <br /> of the conditions for transfer contained in the resolution before it expired in January 2000. <br /> CCI has now met those conditions and is asking the Council to extend the completion date of the <br /> original resolution to December 31, 2003. This extension is necessary to allow time for construction of <br /> the new facility and to perform the relocation from their current facility in Skinner Butte Park. Failure <br /> to relocate by December 31, 2003 would result in the property ownership reverting to the City. <br /> BACKGROUND <br /> CCI is a community, non - profit 501(C)(3) preschool care center operating out of a city owned surplus <br /> residential structure in Skinner's Park at 169 N. Washington. The purpose of the school is to provide <br /> high quality care services at an affordable cost for all families, with an emphasis on low income <br /> families. CCI claims to be the only center open to all families in the Eugene /Springfield area which <br /> provides tuition based on a true sliding scale, with payment according to family size and income. <br /> CCI's use of the structure within Skinner's Park is not in conformance with Federal Park and Recreation <br /> requirements imposed due to federal funding having been used in the acquisition of the park. The old <br /> residential structure is aging and in 1995 was in need of approximately $120,000 in repairs and/or <br /> modifications to meet current regulations. <br /> The City has been supporting CCI for the last thirty -one years through giving them the 169 N <br /> Washington site rent free. Further support has been evident over their tenure at this site through repairs <br /> to this building to accommodate their activities. <br /> Through resolution 4442 the Council agreed in 1995 to conditionally transfer two undeveloped park land <br /> lots on Thomason Lane totaling 0.6 acres which had been determined as not being needed for the <br /> abutting Maurie Jacobs Park. <br /> Conditions imposed on the transfer: <br /> C: \WINDOWS \TEMP \Council Agenda Summary 7 -9 -01 Child Care Inc..wpd <br />
