Page 3 <br /> toddlers can result in actual enrollment of more than 65 individual children. <br /> We have long known that our tenancy on the current site was "temporary", given the long- <br /> term park - related plans for our location. In the last year, the need for us to move has <br /> become particularly apparent, since an evaluation of our building done by the Public Works <br /> department found that it would require more than $140,000 to bring it up to current safety <br /> and ADA accessibility codes. Moreover, in January of this year, the city-owned lots <br /> immediately surrounding us were rezoned for public parks use, so we consider it only a <br /> matter of time before the city gives us notice to vacate. Rather than wait any longer, we <br /> have decided to begin making definite plans to move our operations to another location. <br /> The proposed site, adjoining the west end of Maurie Jacobs Park in the Whiteaker <br /> neighborhood, is currently owned by the City, but has been designated as a relocation site for <br /> us. It is fully accessible via foot and bike path from the entire Whiteaker and South Ferry <br /> Street Bridge area, close to the bike/pedestrian bridge to Valley River, and is located within <br /> 400 feet of bus stops serving four LTD bus routes (50, 51, 52, and 53C). Further, it is <br /> located close to the intersection of River Road, The Chambers Connector, and Roosevelt <br /> Boulevard, making it easily accessible by car from West Eugene. The location close to the <br /> soccer field and Myra's Playground would permit frequent use of the park area by the clients <br /> served by Child Care Inc. We envision easy, convenient access to these park facilities as an <br /> enhancement to the outdoor play area required on site. <br /> We propose to use the full site for our building and outdoor play area. In the spirit of the <br /> City's goal to encourage alternative transportation, we plan to arrange with the Parks <br /> Department for daytime, weekday (off -peak hours) use of the preexisting adjoining 88 -space <br /> U , , parking area for our staff and parents. We would require only a small loading area on our <br /> own property. Many of our staff already come to work via bicycle, bus, or on foot. We <br /> desire to minimize the traffic, noise and environmental impact of our center's operation on <br /> the neighboring homes in the immediate vicinity. <br /> Features of the proposed facility would include large classrooms; an observation /resource <br /> area for parents and teachers in training; an up-to -date kitchen allowing for more efficient <br /> meal preparation, service, and cleanup; a private administrative office; and a lounge and <br /> resource area for our professional staff. (Our current facility allows us room for one small <br /> desk in a corner of the kitchen, and no indoor break area at all for our staff). We are <br /> particularly eager to upgrade our working environment, that affects the quality of staff -child <br /> relationships, and the ability of teachers to provide warm, nurturing care and attention. <br /> A key element of our planning is increasing our preschool capacity and adding-a model <br /> infant/toddler area. All these elements would enhance our dream of have a facility that <br /> meets the needs of the program of quality, affordable child care which Child Care Inc. <br /> furnishes to the families of Eugene's inner city. <br /> February 11, 1994 <br />
