D. CAPITAL REQUIREMENTS To facilitate the consolidation of the physical facilities, capital projects are required to create and modify facilities for the increased personnel and equipment at the Roosevelt and Cheshire Facilities. The following schedule outlines the capital requirements: ITEM COSTS GENERAL FUND NON- GENERAL 1. Maintenance crew assembly space /office $ 130,000 2. Maintenance equipment bays 160,000 $ 80,000 3. Flammable Storage Building 176,000 4. Remodel in Roosevelt Building 2 20,000 5. Remodel in Cheshire Building 1 20,000 6. Remodel & Dust Coll. Sys. @ Cheshire 30,000 7. Parking area expansion at Roosevelt 25,000 TOTAL COST FOR SPACE NEEDS $ 340,000 $ 301,000 To facilitate the capital requirements, several actions are required: 1. In FY92 Supplemental Budget #3, $40,000 in the Road and $40,000 in the Sewer Fund Operating Budgets need to be transferred to the Capital Budg- ets of these respective Funds. The savings in the Road Fund are due to the mild winter and in the Sewer Fund to MWMC funding a project initial- ly budgeted as a City Project. 2. The Flammable Storage Building ($176,000) project is listed in the Capi- tal Improvement Plan in FY94. By moving the project up one year to the FY93 budget, we can move employees and equipment into an area which is currently used to store flammable liquids. Money is available for the construction in FY93 and since the project was already planned for FY94, it is not an increased cost. The funds for this project will be taken out of the Road Fund's balance available. 3. There are three options for financing the General Capital Projects Fund share of the required capital improvements: A. Sell the Lincoln Street site and use proceeds to fund capital im- provements. B. Use Operating Budget savings to fund capital improvements. An interfund loan from the Fleet Fund is required to address the
