CAPITAL REQUIREMENTS <br /> To facilitate the consolidation of the physical facilities, capital <br /> projects are required to create and modify facilities for the increased <br /> personnel and equipment at the Roosevelt and Cheshire Facilities. Parking area expansion at Roosevelt 25,000 <br /> TOTAL COST FOR SPACE NEEDS $ 340,000 $ 301,000 <br /> To facilitate the capital requirements, several actions are required: <br /> 1. In FY92 Supplemental Budget #3, $40,000 in the Road and $40,000 in the <br /> Sewer Fund Operating Budgets need to be transferred to the Capital Budg- <br /> ets of these respective Funds. The savings in the Road Fund are due to <br /> the mild winter and in the Sewer Fund to MWMC funding a project initial- <br /> ly budgeted as a City Project. <br /> 2. The Flammable Storage Building ($176,000) project is listed in the Capi- <br /> tal Improvement Plan in FY94. By moving the project up one year to the <br /> FY93 budget, we can move employees and equipment into an area which is <br /> currently used to store flammable liquids. Money is available for the <br /> construction in FY93 and since the project was already planned for FY94, <br /> it is not an increased cost. The funds for this project will be taken <br /> out of the Road Fund's balance available. <br /> 3. There are three options for financing the General Capital Projects Fund <br /> share of the required capital improvements: <br /> A. Sell the Lincoln Street site and use proceeds to fund capital im- <br /> provements. <br /> B. Use Operating Budget savings to fund capital improvements. An <br /> interfund loan from the Fleet Fund is required to address the <br />
